Direct the Agency General Counsel to prepare and authorize the Executive
Director to execute a consultant services agreement with Converse
Consultants in an amount not to exceed $75,000 with the contract to
terminate upon the expenditure of all funds.
COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
Recommended that the Community Redevelopment Agency direct the Agency
General Counsel to prepare and authorize the Executive Director to
execute a consultant services agreement with Converse Consultants in an
amount not to exceed $75,000 with the contract to terminate upon the
expenditure of all funds.
By a vote of 4:0 (Jauregui, Turner, Yanez absent) at its Regular Meeting
of November 7, 2006.
DISCUSSION
The Agency currently has thirteen vacant sites suitable for residential
development for which it is soliciting developer proposals. As part of
its solicitation, the Agency has committed to providing current Phase I
environmental assessments for each site. In addition, when the Agency is
acquiring property as part of its due diligence, it conducts Phase I
assessments.
In order to meet this need, Agency staff solicited proposals for Phase I
assessments from three qualified firms. Based on the quality and
responsiveness of the proposals, staff discussions with the three firms,

and previous City and Agency staff experience with the firms, it is
recommended that a contract be awarded to Converse Consultants in the
amount of $75,000.
FISCAL IMPACT
Funds for this agreement are available in the Housing Set -Aside tax
increment account (account no. 507 -508- 6291/61697).
