DISCUSSION In August 2002, the Agency entered into an agreement with Clark & Green Associates to assist with developing a landscape design concept for the Auto Mall frontage and entries to accommodate the mall's expansion. In August 2006, the Agency amended the contract with Clark & Green to modify the scope of work to include the mall's interior common area landscaping and signage. This was done to facilitate a more cohesive approach to upgrading the appearance of the mall. The improvements are well underway, with completion anticipated by early December 2007. During this process, Clark & Green has been involved in the improvement plan development and review as well as limited construction oversight, which has been more time - intensive than originally anticipated. Additionally, on an as needed basis, a representative from Clark & Green assists with the review of any dealership (expansion) plans and serves on the mall's Architectural Committee, pursuant to the mall's Covenants, Conditions & Restrictions. It is recommended that the Agency amend the agreement with Clark & Green Associates to accommodate the necessary additional work to be performed for the Auto Mall and for other Agency projects, should the need arise. Clark & Green, represented by Mike Green, is a very experienced landscape 4 -16 Amendment to Agreement with Clark & Green Associates for Landscape Design Services November 5, 2007 Page 2 architecture firm. In fact, Mr. Green was directly involved in the initial landscape design and development of the Santa Ana Auto Mall. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed request is not considered a project; therefore, no further action is required.
