Receive public comment on the Community Redevelopment Agency's Five - Year Implementation Plan. 2. Supplement the Implementation Plan to incorporate the time limits required by SB437. DISCUSSION In 1993, the State Legislature adopted AB 1290, which includes a provision mandating that all redevelopment agencies adopt a five -year implementation plan. The law also requires that each agency hold a public hearing no earlier than two years and not later than three years after the adoption of the Implementation Plan to review the redevelopment plan and corresponding implementation plan. The Agency has separate redevelopment plans for each of the six redevelopment project areas which were merged for financial purposes. As permitted by the California Community Redevelopment Law, the Agency has one combined Implementation Plan for the Merged Project Area. The Agency approved the current 2005/2006 through 2009/2010 Five -Year Implementation Plan in May 2005. Mid -Term Review and Amendment of Five -Year Implementation Plan March 3, 2008 Page 2 • An explanation of how the goals, objectives, programs and associated expenditures will contribute to the alleviation of blight within the Merged Project Area. • An explanation of how the Agency will implement the requirements to: 1. Increase, improve and preserve low and moderate - income housing with the Low and Moderate - Income Housing Fund. 2. Meet inclusionary housing production and proportionality spending obligations. 3. Meet replacement housing obligations, if applicable. Some of the Community Redevelopment Agency accomplishments for the period of July 2006 through December 2007 include the following: • Promoted the growth of arts and culture in the museum district with the expansion of the Bowers Museum. • Facilitated completion of the construction of Phase I and Phase II of the Santiago Street Lofts live -work project. • Facilitated the expansion of dealerships and commenced construction of landscape and signage improvements at the auto mall. • Completed South Main street improvements including the Historic Archway sign. • Implemented the Facade Improvement Program for the South Main Corridor. • Initiated downtown public improvements. • Facilitated capital improvements to the Santa Ana Regional Transportation Center. • Acquired and rehabilitated 24 units on 6th Street for low and very low- income households. • Acquired and rehabilitated 54 units on Ross and Durant for low and very low- income households. 3 -2 P. H. Mid -Term Review and Amendment of Five -Year Implementation Plan March 3, 2008 Page 3 • Proposed and had approved the Wilshire Minnie 146 unit affordable housing complex. The Redevelopment Agency will continue administering existing contractual obligations and budgeted projects and debt repayment. During the five - year plan period, the estimated expenditure will continue to be $139 million. The Agency will also continue to spend the Housing set aside Fund in accordance with the Law requirements and existing agreements. During the five -year plan period, the estimated expenditure will continue to be $66 million from the Housing fund. Additionally, in 2007, the State Legislature adopted SB437, which included a provision requiring all redevelopment agencies to incorporate specific information regarding time limits into the Implementation Plan. The legislation requires the list of the following time limits: 1. The time limit for the commencement for eminent domain proceedings to acquire property within the project area. 2. The time limit for the establishment of loans, advances, and indebtedness to finance the redevelopment project. 3. The time limit for the effectiveness of the redevelopment plan. 4. The time limit to repay indebtedness with the proceeds of property taxes. In compliance with this new legislation, the redevelopment time limits are provided in a table (Exhibit 1) included with this staff report to be attached as Appendix A to the Implementation Plan. Pursuant to Redevelopment Law, notice of the Public Hearing was posted on February 1, 2008, in 24 public locations throughout the Merged Project Area. Also, public notices were published in the Orange County Register, the La Opinion, and in the Nguoi Viet on February 3, 10, and 17, 2008.
