MINUTES RECOMMENDATION: Approve the minutes of the regular meeting on September 23, 2013. * * * END OF CONSENT CALENDAR * * * BUSINESS CALENDAR B. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) Vice Chairman Mill, Commissioners Bacerra, Yrarrazaval, Crespo and Chairman Alderete met with Ryan Ogulnick with Vineyard Development for Item 4 (ZOA13 -03/ SPR13 -05) and property owner for Item 1 (AA2013 -03). Planning Commission Minutes 1 October 14, 2013 WORK STUDY SESSION C. HARBOR MIXED USE CORRIDOR PLAN UPDATE Principal Planner Sergio Klotz provided an update on the corridor plan project. He noted that The Planning Center, the consultant for the project, was completing the preparation of the environmental impact report. Mr. Klotz reviewed the project timeline of activities to date. Input from neighborhood community — topics included: aesthetics, crime, transportation, land uses and parking impacts. Project objectives: housing and mixed use development opportunities; economic utility and new opportunities for business and residents; access to multi -modal transportation; a sense of place; and community health and wellness. Current efforts involve studying the widths of street sections along Harbor Boulevard; zoning standards — uses and standards; providing housing along the corridor; building placement, height; frontage types; building types, parking and open space. Next steps: release of draft specific plan and the draft environmental impact report. Commission discussion ensued regarding the continuity with adjoining cities being addressed, height limited to six stories and width of streets: beautification of street and no impacts with flow of traffic as well as affordable housing. PROCEDURAL RULES PUBLIC HEARING 1. AMENDMENT APPLICATION NO. 2013 -03 The City of Santa Ana is requesting approval of an amendment application in order to rezone property located at 909 North Grand Avenue from Multi - Family Residential (R3) to General Commercial (C2). PUBLISHED IN THE ORANGE COUNTY REPORTER: October 4, 2013 PUBLICLY NOTICED: October 4, 2013 RECOMMENDATION: Planning Commission recommends that the City Council adopt an ordinance approving Amendment Application No. 2013 -03. Principal Planner Vince Fregoso presented the staff report and recommendation. Commissioner Nalle disclosed he met with the auto dealership owner to discuss the project. The public hearing was opened. No public members spoke. The public hearing was closed. ZONING ORDINANCEAMENDMENT NO. 2013 -03, AND SITE PLAN REVIEW NO. 2013 -05 Mr. Ryan Ogulnick with Vineyard Development is requesting approval of an amendment to an existing specific development zone (zoning ordinance amendment) and site plan review to allow the construction of a multi - family residential project with 182 units at 301 East Jeanette Lane. PUBLISHED IN THE ORANGE COUNTY REPORTER: October 4, 2013 PUBLICLY NOTICED: October 4, 2013 RECOMMENDATION: Planning Commission recommends that the City Council: 1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental Review No. 2013 -14. 2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2013 -03. 3. Adopt a resolution approving Site Plan Review No. 2013 -05 as conditioned. Principal Planner Sergio Klotz presented the staff report and recommendation. Commission discussion ensued regarding ingress /egress, affordable housing in -lieu fees, parking ratios, height of project and request to have a parking management plan. Written communications received from Amethyst Schy, Community Manager with City Place Maintenance Association and the Association's Board of Directors expressing concerns with traffic planning, parking accommodations and park concerns with additional pet owners and residents; also communication from resident Eric Wu expressing concern with parking ratios. The public hearing was opened. Resident Leslie Rivera expressed concerns with parking and the design of the project. Future residents would have to access through Jeanette Lane, existing project at capacity with parking. Barry Levine, expressed concerns with the impact on traffic, insufficient parking and EIR. George Cueva, resident at City Place, voiced concern with the parking lot. Planning Commission Minutes 4 October 14, 2013 The public hearing was closed. MOTION: Planning Commission recommends that the City Council: 1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental Review No. 2013 -14. 2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2013 -03. 3. Adopt a resolution approving Site Plan Review No. 2013 -05 as conditioned. Commissioner Yrarrazaval stated that he found the parking to be insufficient. MOTION: Gartner SECOND: Mill VOTE: AYES: Alderete, Bacerra, Crespo, Gartner, Mill, Nalle, (6) NOES: Yrarrazaval (1) ABSTAIN: None (0) ABSENT: None (0) Planning Manager Haluza clarified for the record that the Mitigated Negative Declaration involved a full analysis of the current project and did not substantially rely on the previous EIR. PLANNING COMMISSION MEMBER COMMENTS Vice Chairman Mill Requested a work study session regarding business uses in the Downtown bordered by 15t and 5th Streets and Ross and French Streets at the October 28 meeting. Vice Chairman Alderete Requested that staff provide occasional updates on major projects approved by the Planning Commission. 8.
