TRAINING SESSION
1. THE SECRETARY OF THE INTERIOR STANDARDS FOR THE TREATMENT OF
HISTORIC PROPERTIES
Associate Planner Hally Soboleske introduced Leslie Heumann, city consultant, and Paul
Cook -Giles former Historic Resources Commission Chairman and historic property owner
who presided over a discussion of the Secretary of the Interior Standards.
Consultant Heumann reviewed the four applicable treatments of historical properties:
preservation, rehabilitation, restoration, and reconstruction of properties. Preservation
planning is a process that organizes preservation activities (identification, evaluation,
registration and treatment of historic properties) in a logical sequence.
Ms. Heumann stated that the nationwide standards for reviewing historical properties are
called the Secretary of the Interior Standards. The ten Rehabilitation Standards were
discussed: (1) Appropriate Use, (2) Retain Historic Character, (3) Refrain from False
Historicism, (4) Retain Significant Alterations, (5) Preserve Character - Defining Features,
(6) Repair First, Then Replace In -Kind, (7) Use Gentlest Treatment Possible, (8) Protect
Archaeological Features, (9) New Construction Should Respect the Old, and (10) New
Construction Should Be Reversible.
5:45 p.m. Vice Chairman Mill recused himself from the meeting and appointed
Commissioner Christy Acting Chairperson.
Leslie Heumann announced the upcoming training in December that will discuss Chapter
30 of the Santa Ana Municipal Code (Ryan Hodge) and the decisions of the Planning staff
(Hally Soboleske).
Commissioner Christy requested information on designating the Fairhaven Cemetery as a
historic property. Principal Planner Klotz informed the Historic Commission that they cannot
discuss specific properties unless agendized as an item for discussion.

Principal Planner Sergio Klotz announced the next training session to be held on
December 5, 2013.

The excuse of absences will be conducted at the December 5, 2013 meeting due to a lack
of quorum.
