This request is a follow -up to my request (November 18, 2013) that the City Manager and City Attorney
include providing information as to the possible election of council members by their respective wards.
On reviewing the City Attorney's report for the City Council for today's (December 16, 2013) city council, I
note an absence of such information, and quite frankly is requesting full direction from council members on
how to proceed.
The motion approved by the City Council for City Attorney guidance allowed for the inclusion of reporting
practices and /or scenarios as suggested by council members, including a look at other cities, historic trends
in Santa Ana elections, and the resources necessary and cost for a primary election. The City Attorney also
had been directed to "prepare necessary documents ... including options for City Council consideration"
(my emphasis) for discussion at a future council meeting.
Allowance for language calling for by -ward elections can be prepared for a vote at the 2014 June and //or
November elections.
I am unable to attend this evening's meeting, as I am attending a meeting in Anaheim related to the by-
district trustee mapping and elections for the Anaheim Union High School District. As you are aware, the City
of Anaheim is also currently negotiating with lawsuit plaintiffs on by- district elections for the Anaheim City
Council. There was a recent court decision (City of Palmdale) that calls for by- district elections.
Although I have not received a reply either the City Manager and City Attorney on my initial request, I wish
to thank the City Clerk for her response in that a signature - gathering petition has been approved for local
Santa Ana residents.
