RECITALS: A. The parties entered into Agreement # A- 2012 -218, dated October 15, 2012, (hereinafter "said Agreement") by which Consultant has provided Homeland Security training and exercise programs. B. In accordance with the terms and conditions of said Agreement, the parties wish to amend the Scope of Work to expand the list of programs which Consultant will provide pursuant to said Agreement. WHEREFORE, in consideration of the covenants contained in said Agreement, and subject to all the terms and conditions of said Agreement, except those amended in this Second Amendment to Agreement, the parties agree as follows: Section 1, SCOPE OF SERVICES, shall be amended to add training and exercise components to the multi -year Training and Exercise program funded through UASI program funds, as set forth in Exhibit A -1, attached hereto. 2. Except as amended in this Second Amendment to Agreement, all terms and conditions of said Agreement, as previously amended, shall remain in full force and effect. JIN BAILEY President / CEO EXHIBIT A -1 Training and Exercise Support Statement of Work Preparedness Exercises: The total cost for the exercises outlined in the proposed FY12 Modification to the "Multi -Year Training and Exercise Plan" is $114,936. All ASAUA exercises will conform to California State and Federal guidelines to include the HSEEP and other homeland security grant program requirements. Our pricing budgets for all training and exercise consumables, printed materials, food, signs, handouts, etc. Finally, our exercise facilitators will provide all multi -media devices necessary for training sessions, exercises, and exercise planning meetings. tatewide Health and Medical Tabletop Exercise A) Exercise Theme Illness. This tabletop is the precursor to the November Statewide Health and Medical Functional Exercise. Participants will use this exercise to identify and discuss the plans, policies, and procedures used during a Food - borne Illness incident and to set the stage for participation in the November Statewide Health and Medical Functional Exercise. C) Cost D) Maximum Number of Exercise E) Duration of the Exercise Participants for the Stated Cost $27,000 50 3 — 4 hours tatewide Health and Medical Functional Exercise A) Exercise Theme Illness. This is a Statewide exercise in which all health care partners including OCHCA are participating. Support for this exercise includes the deliverables listed in the RFP and volunteer recruitment and management. Moreover, this exercise will be used to assess and evaluate the improvement actions taken by OCHCA since the 2013 Golden Guardian exercise. C) Cost D) Maximum Number of Exercise E) Duration of the Exercise Participants for the Stated Cost $55,000 300 6 — 8 hours range County Operational Area Active Shooter Drill 7Scale ) Exercise Theme he purpose of th e Orange County Operational Area Active Shooter Exercise is to test urrent policies, procedures and training for an Active Shooter event within the Orange County Operational Area. Willdan will provide technical and Subject Matter Expert (SME) assistance for planning and conduct of the exercise, as well as organize the logistics for this exercise *. This will include: providing technical assistance; document review /consulting; note taking at planning meetings; provide 1 lead controller, and 8 Controllers for the exercise; receive and track exercise RSVPs; conduct exercise registration; assist controllers in distributing participation guides /handouts and receiving feedback and evaluation forms; assist in managing the movement and activities of volunteers (as necessary), assist controllers in facilitating participant movement and answering any participant questions related to exercise activities, and support all other logistical activities as necessary; recruit, track, guide, register, and coordinate 100 volunteer actors for the exercise, and serve as the Volunteer Coordinator on the day of the exercise; apply Moulage to 20 -30 volunteer actors on the day of the exercise; provide documentation reproduction; and provide any supplies and/or resources necessary to the conduct of the exercise. *A detailed breakdown of the services m be provided may be found in the SOW elements below. C) Cost D) Maximum Number of Exercise E) Duration of the Exercise Participants for the Stated Cost $32,936.00 150 8 hours Orange County Operational Area Active Shooter Drill SOW Element: Technical Assistance Mike Hooper will provide technical assistance for the planning meetings (IPM, MPM, FPM, AAM) and document review /consulting for the ExPlan, C/E manual, MSEL, player handbook, participant evaluation form, and AAR. The cost for these services is $3,186.00. Subject Matter Expert (SME) support is also available to assist exercise planning. SME support will be provided at the second Facility Walkthrough (9/16/13) and the Final Planning Meeting (10/22/13). The cost of these services will be $2,880. SOW Element: Controllers Willdan will provide any number of controllers to support the exercise (provided simunitions are not used) at $97.50/hr. Assuming a 8hr exercise, we estimate 12 hours of labor per controller. Should the exercise be longer, additional labors hours would be added on a one - for -one basis (e.g. 5hr exercise = 9 labor hours, etc.). We will provide 1 lead controller, and 8 Controllers for the exercise. The cost for these controllers will be $10,530. SOW Element: Admin Support Willdan Administrative personnel will provide note taking and meeting minute development for the planning meetings (IPM, MPM, FPM, and AAM). Additionally, Patty will receive and track RSVPs for the exercise and prepare registration materials. On the day of the exercise, WHS Admin staff will be provided to conduct exercise registration, assist controllers in distributing participation guides /handouts and receiving feedback and evaluation forms, assist in managing the movement and activities of volunteers (as necessary), assist controllers in facilitating participant movement and answering any participant questions related to exercise activities, and support all other logistical activities as necessary. The cost for these services will be $4,490. SOW Element: Volunteer Recruitment Willdan will provide services to recruit, track, guide, register, coordinate 100 volunteer actors for the exercise, attend any necessary meetings or conference calls, and serve as the Volunteer Coordinator on the day of the exercise. The cost of these services will be $5,700. SOW Element: Moulage Support Moulage will be applied to 20 -30 volunteer actors on the day of the exercise. The cost of these services will be $1,200. SOW Element: Other Direct Costs (ODCs) • Vests: Willdan will provide vests to support the control staff (controllers and evaluators). • Travel: The cost to provide SME personnel to support exercise planning and conduct will be $1,200. • Document Reproduction: 15 Exercise Plans (ExPlans) x $15 /per copy, 20 C/E manuals x $15 /per copy, and 150 badges x $1.50/badge. Participant evaluation forms are included the pricing below. Player handbooks (if produced) are not, but may be included at no cost. The cost of these services will be $750. • Additional logistical support and supplies: This includes any supplies and/or resources necessary to the conduct of the exercise may be procured with a total cost of approximately $3,000. Preparedness Training: The total cost for the training courses outlined in the proposed "Multi -Year Training and Exercise Plan" is $22,827 if all deliveries are completed. All ASAUA training events will conform to California State and Federal guidelines to include homeland security grant program requirements. We affirm that the training offered within the exercise schedule is approved for homeland security grant funding or where indicated, submitted for approval. Our pricing budgets for all training and exercise consumables, printed materials, special effects, moulage, signs, handouts, etc. Finally, our instructors and exercise facilitators will provide all multi -media devices necessary for training sessions, exercises, and exercise planning conferences. (24 hr) 3 Day Command Staff Strategies in Crowd Management and MFF Deployment A) Description of Training There will be up to two deliveries of this course that are designed to provide Command Staff with insight and understanding into the Mobile Field Force Concept and tactics, and the capabilities of their trained personnel (the how, when and why of deployment). In addition, are training discussions on use of resources such as Bike Units, Motors, Mounted Officers, SWAT or special operations officers, and Plain Clothes personnel. This three day course includes: * MFF overview, * How to plan for crowd events, * Management techniques, * Spontaneous response to events, * Dealing with the media, * Use of force in crowd control including less lethal munitions as well as use of force reporting protocol, • Deployment strategies • First Amendment Rights and application to demonstrations, • Risk management issues, • Unlawful assembly and dispersal. In addition, the course covers several in depth tactical debriefs of actual events and lessons learned illustrating in real world events tactics that have failed, were improperly deployed, lacked proper planning, or worked well. During this three day course there are also three escalating tabletop exercises to reinforce concepts learned. Class Sizes are limited to 12 students who will be broken down into four planning cells of three officers each. The Management Strategies for Command Staff course includes a 150 page textbook written for this specific course. This course is a combination of classroom and hands on training exercises. The 5 -day Mobile Field Force Train- the - Trainers Course will be delivered up to 2 times. The 5 day course is the most detailed and intensive of all courses. It is designed to create true educators who have a deeper understanding into the cause, effect and why of a Mobile Field Force. Training includes: Teaching Techniques (both classroom and hands -on application), Mentoring, in depth tactical reviews of critical incidents in which traditional tactics failed or were incorrectly applied. Development of a program and PowerPoint presentation unique to the individual Department incorporating Policy and Procedure. At the conclusion of training, each student will have the requisite skills and confidence to lead their Departments Mobile Field Force training program. This course includes a Power Point presentation that MTS develops for the specific agency hosting training, and a 125 page textbook designed specifically for this course. This course is a combination of classroom and hands on training exercises. There will be one delivery of this course that are designed to train personnel in basic MFF tactics including Concept and Mobilization, Squad Formations, Use of Force, Use of the Baton, Mobile and Rescue Tactics. This is the rudimentary course that all officers within a department should be trained in. Each course is specifically designed to meet the needs of each department. Class Sizes are not limited and can range from 12 of depending on department needs. Most courses are conducted with fourteen officers with two supervisors to twenty officers with four supervisors. The class is divided into two complete squads for training to enforce team movement, supervisory communication and multi squad tactics.
