Consent Calendar 13A has the appointment of three private sector members to the WIB. I just learned that Mr.
Bill McGowan representing Ingram Micro was recently separated (last Friday) from this employer. The
Workforce Investment Act law has specific requirements that a private sector representative must meet in
order to be eligible for appointment.
With that said, Mr. McGowan has expressed interest in serving on the WIB board and staff can work with him
as he finds employment and bring him back to WIB committee for a recommendation to appoint. I would hope
that we would be able to bring his name back to Council for consideration at a later date.
Please advise on how to proceed or withdraw Mr. McGowan from tonight’s agenda.

Management responsibility for 60 remote resources providing comprehensive IT support services at Allied Signal; set
performance records and exceeded profit targets (Siemens).
Leadership Effectiveness
Provided PMO leadership to a team of 10 senior program managers supporting strategic growth and cost optimization
initiatives for $18B North American market (Ingram Micro).
Turned around $15M worth of jeopardy accounts by introducing properly designed business processes and value-
