Gentlemen & Ladies, Attached is the email I sent to the Washington Square Board of Directors two days after the June 25th meeting at El Salvador Park regarding the Bristol Widening. This is the what we were told and and understood to be the case of the widening project at that time, just a little over six months ago. The Bristol St. Plan is from the 1991 Specific Plan to widen the street from four lanes to six lanes. The funding for the sections from First St. up to 17th St. came from Measure M monies dedicated to the area when the street car on Bristol to Santa Ana College was being proposed some years back. The City was successful in getting OCTA to let them keep those monies to leverage additional monies through grants for the street widening. They were successful in getting a grant to do the recent changes we saw at the intersection of 17th and Bristol Streets. Grant monies are based on traffic studies and thus on the section under construction now, they were only able to get a grant to take the widening from First St. up to 9th St. and will apply for a grant this Fall to finish it up to Washington, hopefully by summer of 2014. However, with the additional traffic created Santa Ana College, they were able to get a grant to fund the whole section from Washington Ave. to 17th and are in the process of acquiring properties. We should see construction start in one and a half to two years, they say. Proposed for the section between First St. and Civic Center Dr. land which is left over will be zoned for commercial, R -1 and some R -2 housing depending on availability. Proposed for the section from Civic Center Dr. to Washington will be the closure through cul -de -sacs for west side of Bristol at 10th, 11th and 12th Streets and depending on size of property left over there may be R -1 housing available. For the East side of Bristol above In `n Out Burger, it is planned for park space such as seen on Bristol south of First St. However it was said if a developer came along and were to purchase the whole area, it could be developed. This is where we will want to stay vigilant to protect WSNA and our Louise St. neighbors. I had suggested they work with In `n Out as to utilize a property or two north of the burger stand to correct the stacking problem of cars out on to Bristol for the drive through. I also asked for a west right hand turn lane at Washington and Bristol to alleviate the back up of traffic, as well as to make sure our WSNA Traffic Mitigation Plan is not jeopardized in any way. Above Washington to 17th the plan is again for park space across from the College and if there is a way to keep McDonalds, they will be looking at that.
