Part A - Discuss the EIR Addendum Necessary to fund wall o Limited to wall & right turn pocket (e/b 17th to s/b Bristol) o Part B - Review Essential information related to Bristol Business Coalition City of Santa Ana Bristol Phase IIIB PROJECT OVERVIEW Widen Bristol - Warner Ave to Memory Ln (3.9 miles) Project Goals: Widen from 4 to 6 lanes o Reduce Traffic Congestion o Landscape median & parkways o Accommodate all users o (Pedestrians, Bikes, Autos, Buses) Consistency with Bristol Specific o Plan + City General Plan Implement Complete Streets Act o & Pedestrian Safety City of Santa Ana Bristol Phase IIIB Phase IIIB: Washington Ave to 17th St City of Santa Ana Bristol Phase IIIB PART A - ENVIRONMENTAL ADDENDUM Addendum may be considered when there is a minor adjustment to the existing environmental document Establishes need for wall to mitigate visual impacts, o thereby making funding available to construct it Clarifies there is no need for right turn pocket e/b 17th o to s/b Bristol This Addendum is not related to the Bristol Business o Coalition concerns City of Santa Ana Bristol Phase IIIB ADDENDUM CONLCUSION Staff recommends Addendum approved (at the next City Council meeting) Project may proceed as planned o Visibility wall can be paid for using the project grant funds o If Addendum is not approved, project may still proceed, o but the wall will not be funded City of Santa Ana Bristol Phase IIIB Part A QUESTIONS? (Part B is next) City of Santa Ana Bristol Phase IIIB PART B - BRISTOL BUSINESS COALITION Existing Improvements Bristol Coalition Coalition of 8 property owners requested the City consider partial acquisitions City of Santa Ana Bristol Phase IIIB MEETINGS WITH COALITION City staff has met with Coalition many times 7/29/2013 o 9/4/2013 o 9/16/2013 o 10/2/2013 o 10/14/2013 o 10/30/2013 o 11/5/2013 o 11/21/2013 o 11/22/2013 o 11/26/2013 o 12/19/2013 o City of Santa Ana Bristol Phase IIIB COALITION PROPOSAL Their concerns are not related to the staff recommended o approval of the Addendum The approved 1990 EIR identifies all properties along E/S o Bristol between Washington &17th as full acquisitions The EIR also compels the City to complete full acquisitions o of real property which become severely impaired: Parcels rendered non-conforming due to (a) setback, (b) size, or (c) parking requirements shall be full acquisitions The EIR did not consider the impacts of partial acquisitions o City of Santa Ana Bristol Phase IIIB WIDENING IMPACTS City of Santa Ana Bristol Phase IIIB WIDENING IMPACTS City of Santa Ana Bristol Phase IIIB CONSEQUENCES 1.Creation of severely impaired parcels 2.Multiple variances would be required for parcels rendered non-conforming due to setback, size, or parking 3.Access to parcels would be severely limited 4.Partial acquisitions would reduce/eliminate corridor amenities included in the Bristol Specific Plan (parkways/landscape buffers, building setbacks, etc.) 5.No impact analysis has been done for partial acquisitions Cause major delays to reevaluate o Jeopardize grant funding o City of Santa Ana Bristol Phase IIIB GOING FORWARD Staff will continue to meet & discuss options with property o owners Elevate the concept to develop combined remnant parcels o with business owners This may be pursued if reasonable & based on market conditions, and this could result in businesses staying on Bristol City of Santa Ana Bristol Phase IIIB QUESTIONS?
