HomeMy WebLinkAbout20131209_2013-31_1450SAutoMallDrIss - 11/26/13 RESOLUTION NO. 2013 -31 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING SITE PLAN REVIEW NO. 2013 -07 TO ALLOW AN EXTERIOR REMODEL AND EXPANSION FOR COMMONWEALTH VW LOCATED WITHIN THE SANTA ANA AUTO MALL AT 1450 SOUTH AUTO MALL DRIVE BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission does hereby find, determine and declare as follows: A. The Applicant is requesting approval to allow an exterior remodel and a 4,170- square foot expansion of the showroom and office areas of the Commonwealth VW dealership located at 1450 South Auto Mall Drive, which is within the Specific Development No. 60 (SD -60) zoning district. Specifically, the applicant is requesting approval to expand its showroom and office areas to the north and west and to modernize the exterior design and color schemes. B. Section 41- 593.5(c) of the Santa Ana Municipal Code requires a review by the Planning Commission of all plans within a specific development plan area to ensure the project is in conformity with the Specific Plan. C. Site Plan Review No. 2013 -07 came before the Planning Commission of the City of Santa Ana on December 9, 2013. D. The project is in compliance with all applicable development standards outlined within the Specific Development Plan (SD -60). E. This project was reviewed in accordance with the Guidelines for the California Environmental Quality Act. The recommendation is exempt from further review pursuant to Section 15301. This Class 1 exemption applies to projects that propose expansions of existing facilities of up to 10,000 square feet if the project location is already served by public services and facilities and if the location is not in an area that is environmentally sensitive. Categorical Exemption Environmental Review No. 2013 -95 will be filed for this project. Section 2. The Planning Commission of the City of Santa Ana hereby approves Site Plan Review No. 2013 -07 as conditioned in Exhibit "A" attached hereto and incorporated herein. This decision is based upon the evidence submitted at the above said hearing, which includes, but is not limited to: the Request for Planning Commission Resolution No. 2013 -31 Page 1 of 3 Action dated December 9, 2013, and exhibits attached thereto; and the public testimony, all of which are incorporated herein by this reference. The applicant must comply in full with each and every condition listed below rip or to exercising the rights conferred by this site plan review approval. The applicant must remain in compliance with all conditions listed below throughout the life of the site plan review approval. Failure to comply with each and every condition may result in the revocation of the site plan review approval. A. Planning Division 1. All improvements to the project shall be consistent with the approvals granted per DP 2013 -43, the Santa Ana Auto Mall Architectural Review Board and the attached exhibits. 2. Any amendment to this site plan review approval must be submitted to the Planning Division for review. At that time, staff will determine if administrative relief is available or if the project must be formally amended. 3.
