HomeMy WebLinkAbout20140206_2014-04_1108NFrenchStROH - 01/27/14 RESOLUTION NO. 2014 -04 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING SITE PLAN REVIEW NO. 2013 -06 TO PERMIT EXTERIOR REPAIRS TO A RESIDENCE LOCATED AT 1108 NORTH FRENCH STREET BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission does hereby find, determine and declare as follows: A. The Applicant is requesting approval to allow exterior repairs to the rear elevation of the Bishop House at 1108 North French Street, which is within the Specific Development No. 19 (SD -19) zoning district (French Park). The residence structure is listed on the Santa Ana Register of Historical Properties as a Landmark property. B. The project site is located within the boundaries of the French Park Historic District (SD -19). In order to ensure architectural consistency, the French Park zoning provisions require that all exterior modifications be reviewed by the neighborhood's architectural review committee and be approved by the Planning Commission. C. Site Plan Review No. 2013 -06 came before the Planning Commission of the City of Santa Ana on January 27, 2014. D. Planning staff has reviewed the project for compliance with Historic French Park Design Guidelines and the 10 federal Secretary of the Interior's Standards for Rehabilitations. The proposed renovations to the historic structure meet these nationally recognized rehabilitation standards, including: 1) Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved (Standard 5); 2) Deteriorated historic features shall be repaired rather than replaced. Where the severity of the deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture and other visual qualities and, where possible, materials (Standard 6); and new additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment (Standard 9). Resolution No. 2014 -04 Page 1 of 3 E. In accordance with the California Environmental Quality Act, the proposed project has been determined to be a Categorical Exemption per section 15301. This Class 1 exemption is applicable to projects that involve minimal expansion of an existing structure. Environmental Review No. 2013 -96 will be filed for this project. Section 2. The Planning Commission of the City of Santa Ana hereby approves Site Plan Review No. 2013 -06. This decision is based upon the evidence submitted at the above said hearing, which includes, but is not limited to: the Request for Planning Commission Action dated January 27, 2014, and exhibits attached thereto; and the public testimony, all of which are incorporated herein by this reference.
