Please enter this statement into the record at the Council Meeting Mar 18, re the Strategic Plan,
I would like the Mayor and City Council to be mindful of the fact that many of us, past and present neighborhood
leaders, activists and residents, do not agree with SACReD. Their philosophy, and the direction they want to take this
City is not at all where we want Santa Ana to go. I attended one of Strategic Plan meetings and realized it was not
anything in which I wanted to participate. The whole process, from the wording of the questions and statements, to
the uncontrolled access to the poll, made it too easy to skew.
With the passing of the Sunshine Ordinance, we figured there would be a little more resident participation, but it
seems SACReD believes it gave them the key to City Hall. I encourage you to continue to with your vision for Santa
Ana, not that of SACReD's

Would you please communicate to the Council that we are asking the Council not
approve the Five Year Plan, which will be voted on at the next meeting? We feel it has been
unduly influenced by the SACRED Org. Thank you.

Recently, these two groups have been in the mentioned in the OC Register expressing
their specific concerns to city council regarding the 5 year plan, and demanding that
City Council take action to resolve these concerns.
As residents of Santa Ana, we do not support or agree with the direction these groups
want the city council to follow.
As residents, we rely on city council to do what is best for the entire community, not a
select few.

To the Mayor, Council members and City Manager:
I have been reading the articles in the paper regarding the Strategic Plan and the
participation of a group called SACeD and the demands they are requesting of the city and
you the council. I have polled our board of directors and we wish to express that SACeD
does not speak for the Washington Square Neighborhood Association. What has been
reported in the papers is not the vision or where we want the City to go. I have asked around
regarding this group and have been told their leaders don't live in the city and are paid
political operatives that have an agenda which is not fitting for Santa Ana and using
uninformed residents as their pawns to carry out their mission. If this is the case I hope you
do not lend any credence to them. I would appreciate a response from you if this is correct
from your involvement with them.

Dear Mayor & Council;
I write to you today asking that you not approve the above referenced item that is before you this evening for
consideration. As I am in Nashville, TN on business I am unable to be there to share these comments in
person. There are many of your constituent groups who make up our cities long time residents and
stakeholders. Virtually none of them embrace the content of this document and what direction it would take us as a
community.
Of the 60+ neighborhood associations, the preservation /historic community, your local service clubs such as Rotary
& Kiwanis, I have had many conversations with long time residents who are shaking their head in wonderment over
the folly of this "plan ".
Quite simply this process has been dominated by one group to the exclusion of all others. SACRED does not speak
for me or for an overwhelming majority of your long time residents, current and former neighborhood leaders
etc. The Council must take a leadership role in providing a sustainable economic base and work with the business
community to see it thrive. And, to provide quality of life improvements to maintain and improve neighborhoods and
our community as a whole. We have observed over the past several years the questionable tactics of SACRED and
find it most disturbing. Not to mention many of their members don't even live in our city.
I ask you to cast your vote against this "plan"

Dear Mayor Pulido, City Councilmembers, and City Manager Cavazos:

On behalf of the Wellness Corridor Steering Committee (WCSC), we would like to thank all of
you and City staff who have worked on the creation of the five -year Strategic Plan. We
understand the importance of this plan, and have actively participated in providing input and
recommendations at community input forums, through online surveys, and through online
communication. We want to commend you on your leadership and efforts in working with
Latino Health Access, non - profits, and community residents that are members of the WCSC to
engage the Santa Ana community. The fruit of this effort has resulted in a plan that reflects
values of health and wellness throughout the city. At the March WCSC meeting, the
Committee reviewed the plan and agreed the plan is compatible with the goals and objectives
in the Wellness Corridor Strategic Plan.
As you move forward in reviewing and adopting this Strategic Plan, we would like to point out
some highlights in the plan that will support the Wellness Corridor Initiative. The WCSC looks
forward to working with the City to make sure the strategies are carried out and objectives met,
particularly those impacting the Wellness Corridor area. Below you will find specific objectives
that the WCSC has identified as points of collaboration with the City (please note words
underlined and comments):
Community Safety Goal:
• All objectives, but particularly 1: Modernize the Community Policing philosophy to
improve customer service, crime prevention and traffic /pedestrian /bicycle safety.
Youth, Education, Recreation Goal:
• All objectives, but particularly 4: Partner with groups and organizations to promote
education, senior services, iob training and development for all Santa Ana residents (in
downtown businesses)
Economic Development Goal:
• All objectives, but particularly 2 & 4:
• Objective 2: Create new opportunities for business /job growth and encourage
private development through new General Plan and Zoning Ordinance policies
4 For Strategy 1f, WCSC would like to support the "Santa Ana buy local" plan
• Objective 4: Continue to pursue objectives that shape downtown Santa Ana into
a thriving, culturally diverse, shopping, dining, and entertainment destination
--> WCSC would like to participate in developing these objectives to shape
downtown into a destination that offers healthy options for Santa Ana residents
and families.
4 For Strategy 4a: WCSC has developed a list of recommended amenities along
the corridor (and awaiting a meeting with City manager to discuss), and LHA has
received a grant from UCLA to purchase a few amenities to install.
4 For Strategy 4b: WCSC would like to recommend that the wording "bicycle
parking' be included as an "innovative strategy to provide parking"
Community Health, Livability, Engagement & Sustainability Goal:
• All objectives, but particularly 4, 5 & 6:
o Objective 4: Support neighborhood vitality and livability
4 WCSC would like to support strategies 4b -4d for neighborhoods in WC
• Objective 5: Promote a strong arts and culture infrastructure
4WCSC would like to support art and culture plan for downtown, including
family- oriented activities, public art on walls, trash cans, utility boxes
• Objective 6: Focus projects and programs on improving the health and wellness
of all residents
4WCSC is doing significant work related to this objective, so this is a priority
objective for WCSC with interest in supporting implementation of each strategy.
4 For strategy 6a, we would like web resource to include maps, routes, parks,
and community centers, including fitness routes identified by WCSC
4 For strategy 6b, we would like central Santa Ana commuter routes and
destinations to be prioritized including schools and community centers.
-i For strategy 6f, we can provide technical support in integrating health and
wellness in all policies, as well as the adoption of a separate health and wellness
element in the update of the General Plan.
Community Facilities & Infrastructure Goal:
• Objective 1: Establish and maintain a Community Investment Plan for all City assets
4WCSC has done work related to strategies 1a, 1b including a report to City PW Dept
on streets /sidewalks needing repair in downtown.
As the City moves forward with this plan, we would like to recommend that the City continue to
engage residents, businesses, and other community organizations about the progress in
implementing these strategies. We look forward to working with City leadership and staff to
make this a successful plan in incorporating health and wellness principles and practices in
downtown Santa Ana and throughout the City.
