MINOR EXCEPTION NO. 2012 -02
10:56 a.m.
Mr. Sergio Klotz, Zoning Administrator, called to order the public hearing in the City Hall
Ross Annex Conference Room 2001.
Also in attendance were: Saul Delgado, Applicant; Anita & Yvonne Terroner, Jose
Martinez, Ray Aragon, Jerry & Martha Alarcon and Gregorio Ornelas, Surrounding
Neighbors; Matt Foulkes, Management Aide; Ryan Hodge, City Attorney; and Jocelyn
Magalona, Recording Secretary.
One email was received from Patty Garcia not supporting the project.
Mr. Foulkes presented the staff report and recommendation for approval.
All of the neighbors stated their opposition to the project citing increased parking,
overcrowding /renters, eyesore in a one -story neighborhood, lack of privacy and
setbacks. Mr. Aragon presented a neighborhood petition in opposition to the project.
Mr. Delgado provided pictures including previous projects in Santa Ana and stated the
project will enhance the neighborhood; the garage will alleviate parking; and noted the
City has Code Enforcement to enforce code violations.
The Zoning Administrator provided facts and clarification regarding the project and the
city code requirements. The Zoning Administrator stated the second dwelling unit may
not be appropriate for the property and cannot find special circumstances related to the
property that warrants a waiver to exceed the height and encroachment into the
setback.
The Zoning Administrator denied Minor Exception No. 2012 -02.
The hearing adjourned at 11:54 a.m.
