CONDITIONAL USE PERMIT NO. 2011 -13
9:44 a.m.
Mr. Vince Fregoso, Zoning Administrator, called to order the public hearing in the City
Hall Ross Annex Conference Room 2001.
Also in attendance were: Jennifer Chavez, Jason Austin, Phil Reinartz and June
Hoodbhoy, Walgreens; Verny Carvajal, Senior Planner; Mike McCoy, Police
Department; Ryan Hodge, City Attorney; and Jocelyn Magalona, Recording Secretary.
Verny Carvajal presented the staff report and recommendation for denial.
A letter and signed petition was received from Jennifer Chavez in support of the project;
and a phone call to Mr. Carvajal was received from Joe Dixon with the Santa Ana
Unified School District stating concern of the project's proximity to the school.
The Police Department amended the project location from above average to average in
police related incidents.

Ms. Chavez provided a brief background of the project.
Discussion and clarification was held regarding crime statistics and overconcentration.
The Zoning Administrator noted Walgreens is a nationally known chain with established
policies and procedures in place and stated he is inclined to approve the project. The
Zoning Administrator requested from the Police Department an evaluation of
Walgreen's established ABC licenses in neighboring cities and review of the employee
training manual for alcohol sales. He also instructed staff to revise inconsistencies in
the staff report and have conditions for approval prepared should his decision be to
recommend approval.
The Zoning Administrator continued Conditional Use Permit No. 2011 -13 to June 15,
2011 at 10:30 a.m.
The hearing adjourned at 9:56 a.m.
