NOVEMBER 16, 2011
CONDITIONAL USE PERMIT NO. 2011 -23
10:37 a.m.
Mr. Vince Fregoso, Zoning Administrator, called to order the public hearing in the City
Hall Ross Annex Conference Room 2001.
Also in attendance were: Mike Stockstill, Robert Esparza and Hector Silva, Applicants;
Verny Carvajal, Senior Planner; Mike McCoy, Police Department; Ryan Hodge, City
Attorney; and Jocelyn Magalona, Recording Secretary.
Verny Carvajal presented the staff report and recommendation.
There were no written communications.
Mr. McCoy indicated that due to overconcentration the Police Department's policy is to
recommend denial of the project but will provide Police conditions should the Zoning
Administrator approve the applicant's request.
Mr. McCoy also stated that the project will require the issuance of a Public Convenience
and Necessity letter.
The Zoning Administrator noted that alcohol sales is a small part of their business and
similar supermarket chains with overconcentration issues have been approved.
Discussion was held regarding the alcohol sales training program, security plan and
shopping cart containment system.
The Zoning Administrator continued Conditional Use Permit No. 2011 -23 to November
30, 2011 to allow the Police Department time to submit their conditions for approval.
The hearing adjourned at 10:55 a.m.
