routine by the Planning Commission and will be enacted by one
motion without discussion. Persons wishing to speak regarding a
Consent Calendar matter should file a “Request to Speak” form with
the Commission Secretary. (See Agenda Description for

RECOMMENDATION:
Approve the minutes:

B. RECORDING SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes.
The August 26, 2002 Agenda was posted at the City Hall Council Chambers on August 22,
2002 at 3:00 p.m.
C. CONDITIONAL USE PERMIT NO. 2002-11 (Vince Fregoso)
Filed by The Fermented Grape to allow a type 20 ABC License for a gourmet wine and gift
store at 31 East MacArthur Crescent, Suite 105.
RECOMMENDATION:
1. Receive and file the staff report approving Conditional Use Permit No. 2002-11 as
conditioned.
2. Authorize a letter of public convenience and necessity for a Type 20 Alcoholic Beverage
Control License.
BUSINESS CALENDAR

new legislation or items requiring discussion.
D. SITE PLAN REVIEW 2002-05 (Bill Apple)
Filed by IHOP to construct a new 4,071 square foot sit down restaurant within Specific
Development No. 69 located at 1740 East Edinger Avenue.
RECOMMENDATION:
Adopt a resolution approving Site Plan Review No. 2002-05 as conditioned.

1. GENERAL PLAN AMENDMENT NO. 2002-02, AMENDMENT APPLICATION NO. 2002-01
AND VARIANCE NO. 2002-04 (Ann Ni)
(Continued by the Planning Commission on August 12, 2002 to September 9, 2002)
Filed by Gamaliel Vasquez to change the General Plan designation from General Commercial
(GC) to Low Density Residential (LR7), and the zoning designation from C5 (Arterial
Commercial) to R1 (Single Family residence) in order to construct a single-family residence at
1302 E. Fourteenth Street and allow a reduction in the minimum lot size requirement.
