RECOMMENDATION:
Approve the minutes of the regular meeting on June 9, 2014.
C. TENTATIVE PARCEL MAP NO. 2014 -02
Tioga Pass Properties, LLC proposes to split an existing through lot into two equally -
sized residential lots. The first lot will contain an existing single - family residence while
the second will be developed with a new single - family residence at 1135 West Brook
Street located in the Multiple Family Residential (R3) zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Tentative Parcel Map No. 2014-
02 as conditioned.

Filed by Ruben Gutierrez, proposing a new 1,895 square foot residence and a 400 -
square foot detached garage. Variances from the minimum lot size, minimum street
frontage and minimum rear yard areas are proposed at 317 North Jackson Street
located in the Two Family Residence (R2) zoning district.

2. CONDITIONAL USE PERMIT NO. 2014 -13
Blanca Toriz, representing Mariscos Los Corales restaurant, is requesting a
conditional use permit to allow an upgrade from a Type 41 to a Type 47 (on -sale
general) Alcoholic Beverage Control (ABC) license in conjunction with an existing
seafood restaurant at 2629 West Westminster Avenue in the Community
Commercial (Cl) zoning district.

Las Gueritas restaurant is requesting a conditional use permit to allow an upgrade

license at 230 West Warner Avenue, Unit 107 located in the Community Commercial
(Cl) zoning district.

Chairman Alderete inquired about the potential for staff to provide for future ABC
License a plan depicting existing licenses near the site.

Ramon Baguio, applicant, spoke in support of the ABC License adding they are
enhancing the building.

4. CONDITIONAL USE PERMIT NO. 2014 -20
Filed by Michael Ayaz, representing Buffalo Wild Wings, is proposing to obtain a
Type 47 Alcoholic Beverage Control (ABC) License to allow the sale of beer, wine
and distilled spirits within a new restaurant at 3811 South Bristol Street located in the
Commercial Residential (CR) zoning district.

RECOMMENDATION:
Adopt a resolution approving Conditional Use Permit No. 2014 -20 as conditioned.
Vince Fregoso, Acting Planning Manager, presented the staff report and
recommendation.
Public hearing was opened.
Michael Ayaz, attorney representing Buffalo Wild Wings, spoke in support of license
and asked that Standard No. 3 be clarified as the restaurant is permitted to operate
until 2:00 a.m. as they are not adjacent to residential uses.
Ms. Haluza noted these are operational standards and the Commission can add a
condition to clarify Standard No. 3, with the condition stating the Standard does not
apply as they are more than 150 feet from residential.

MOTION: Adopt a resolution approving Conditional Use Permit No. 2014 -20 as
conditioned and add a condition that allows the after -hours operation of the
restaurant.

Commissioner Bacerra:
• Inquired when the Adaptive Reuse Ordinance and Harbor Boulevard Mixed Use
Corridor will come to the Commission. Staff responded they had no set dates.
Commissioner Yrarrazaval:
• Noted he is pleased Buffalo Wild Wings is coming to the City.

Vice Chair Mill:
Noted under Section 12 of the Commission By -laws allows any three members to
vote to take up a matter for preliminary review that is not otherwise before the
Commission adding he would like to place an agenda item at the next regularly
scheduled meeting to discuss an amendment to the bylaws to Section 9 to bring
in line with the Code of Ethics and disclosure of Ex Parte Communications.
Chairman Alderete, Commissioner Nalle and Commissioner Yrarrazaval agreed
to place item on the next agenda.
Chairman Alderete:
Visited the Anaheim Packing House and commented on the Santa Ana business
that opened in the building.

scheduled for Monday, July 14, 2014 at 5:30 p.m. in the Council
