I am writing to you and the members of the City Council on behalf of residents and businesses in
the neighborhoods surrounding E. Normandy Place near Grand Ave, and McFadden. As you know, the
County of Orange is in the process of purchasing a building at 1217 Normandy Pl. for use as a 200 -bed
homeless shelter.
The concern expressed to me by residents, business owners and school officials regarding the
proposed shelter is that they were not adequately notified about the project and its impact on the
community. A group called the Community United for Environmental Justice gathered more than 1,200
signatures opposing the shelter primarily because of its close proximity to Kennedy Elementary School
but also because they had not heard about the project from official sources. Neighboring business owners
tell me that an important community meeting on the project was scheduled just prior to the busy July 4
holiday when many stakeholders were unavailable.
It is my understanding that the Santa Ana City Council is considering a 45 -day Emergency
Moratorium on tonight's agenda. The staff report for Item 85AA includes another proposed action to
adopt a resolution requesting inter - agency cooperation with the County of Orange and community
involvement. I have every confidence that you all will review these options carefully and professionally
and ensure the neighborhood has its voice heard.
Involving the community in decisions that directly affect the safety and livelihoods of its
members is absolutely vital to ensuring the project's success. Your efforts and those of the County
Supervisors, to find a place where the homeless can find shelter, are laudable. 1 know you and your
colleagues will do your utmost to insure the residents and stakeholders have a seat at the table.
