NO 14 -084) (NON- GENERAL FUND) (STRATEGIC PLAN NP. 6, 1 C & F) ��D 1_� ) 6�_4� / CITY MANAGER RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY: ❑ As Recommended ❑ As Amended ❑ Ordinance on I"Reading ❑ Ordinance on 2nd Reading ❑ Implementing Resolution ❑ Set Public Hearing For CONTINUED TO FILE NUMBER Award a contract to Sancon Engineering Inc. for sanitary sewer lining services for a three -year period in an annual amount not to exceed $500,000, with provisions for one two -year renewal exercisable by the City Manager and City Attorney, subject to non - substantive changes approved by the City Manager and City Attorney. DISCUSSION The Public Works Agency Water Resources Division operates a sanitary sewer collection system comprised of a network of approximately 390 miles of sewer mains, two sewer lift stations, 48,500 sewer laterals and 8,000 sewer manholes. The Water Resources Division conducts on -going video inspection of the sewer system to evaluate the structural integrity and overall condition of the sewer collection system. Sanitary sewer lining repairs are scheduled based on the results of these video inspections which identify sewer assets with structural defects and /or root intrusions. This contract provides for rehabilitation of affected sanitary sewer system sections. This trenchless sanitary sewer lining method is cost effective, less disruptive to traffic and extends the useful life cycle of the City's sewer collection assets. The notice inviting bids was advertised on December 2, 2014, on the City's online bid management and publication system. A summary of the bid invitations and bids received is as follows: 57 Vendors notified 2 Santa Ana vendors notified 3 Bids received 0 Bids received from Santa Ana vendors Bids were received and opened December 30, 2014 and evaluated (Exhibit 1). The bid received from Sancon Engineering Inc. meets the City's requirements for maximum quality service at minimum price and complies with prevailing wage requirements. The annual not -to- exceed contract amount is based on the projected budget allocation for these services. 22A -1 Contract Award for Sanitary Sewer Lining Services February 17, 2015 Page 2 STRATEGIC PLAN ALIGNMENT Approval of this item allows the City to meet Goal #6 Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy C (invest resources and technology to extend the service life of existing infrastructure to protect the City's investment and support a high quality of life standard); and Strategy F (perform periodic measurements to monitor and update each asset's condition and ensure adequate funding for repair and /or replacement costs in future budgets). FISCAL IMPACT Funds are available in the Public Works Sanitary Sewer Service Fund account (No. 05617640- 66220).
