CONTINUED TO FILE NUMBER Adopt a resolution in support of the United States Department of Transportation's "Safer People, Safer Streets: Pedestrian and Bicycle Safety Initiative ". DISCUSSION City Council's adoption of this resolution in support of the United States Department of Transportation "Safer People, Safer Streets: Pedestrian and Bicycle Safety Initiative" would direct staff to accept the Mayor and local elected officials challenge. The challenge places a focus on municipalities, such as Santa Ana, to take action to improve safety for bicycle riders and pedestrians of all ages and abilities over the next year. On February 3, 2015, Public Works Agency staff presented the City Council an overview of the Safe Mobility Santa Ana (SMSA) Plan, which is in direct alignment with the Safer People, Safer Streets Initiative. The SMSA Plan will be customized to address the specific needs and characteristics of Santa Ana. The goals of SMSA include substantially increasing safe mobility, achieving zero fatal bike /pedestrian collisions, reduction of vehicle speeds, and minimizing collision patterns. STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #1 (Modernize the Community Policing Philosophy to improve customer service, crime prevention and traffic / pedestrian /bicycle safety), Strategy E. (Create a task force between the Police Department, Public Works Agency and the Santa Unified School District to increase community outreach emphasizing traffic /pedestrian /bicycle safety (i.e. Active Transportation Safety Plan)). Moreover, approval of this item supports Goal #5 Community Health, Livability, Engagement & Sustainability, Objective #6 (Focus projects and programs on improving the health and wellness of all residents), Strategy B (Incorporate the improvement of walking and biking lanes as well as the 5513-1 Resolution in Support of Safer People, Safer Streets Initiative February 17, 2015 Page 2 development of a citywide bike master plan into the Circulation Element of the City's General Plan). FISCAL IMPACT There is no Fiscal Impact associated with this action. Exhibit: 1. Resolution 55B -2 2/12/16LES A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA IN SUPPORT OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION'S SAFER PEOPLE, SAFER STREETS: PEDESTRIAN AND BICYCLE SAFETY INITIATIVE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby, finds, determines and declares as follows: A. Department of Transportation Secretary Anthony Foxx is challenging mayors and local elected officials to take significant action to improve the safety for bicycle riders and pedestrians of all ages and abilities over the next year. B. Santa Ana ranks third out of the thirteen highest population cities in California with injury /fatal traffic collisions. C. in Santa Ana, 18% of residential households are without a car and 14% of residents use public transit. D. The integration of all modes in the design of streets and highways will increase the capacity and efficiency of the road network, reduce traffic congestion by improving mobility options, limit greenhouse gas emissions, and improve the general quality of life. E. Bicycling and walking are important forms of transportation and recreation in our community. F. The City Council seeks to make Santa Ana a more livable and lively city, a healthy economically robust community with system wide choices of safe, convenient access to roadways and trails for all users with a more balanced human scale environment. G. Educating the public about safety, health and mobility are part of being quality community. H. The City is developing a Safe Mobility Santa Ana Plan to minimize adverse effects of vehicle traffic /speed on city streets through engineering, education and enforcement. I. The plan will be customized to address the specific needs and characteristics of Santa Ana. 55B -3 2/12/15LES J. The goals of Safe Mobility Santa Ana are to substantially increase safe mobility in all areas of the City, to achieve zero fatal bike /pedestrian collisions, reduce vehicle speeds, and minimize demonstrated collision patterns. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY RESOLVE AS FOLLOWS: Section 2. The City of Santa Ana accepts the Department of Transportation's Mayors Challenge "Safer People, Safer Streets: Pedestrian and Bicycle Safety Initiative." Section 3. The City will work with other agencies with transportation jurisdiction within the City boundaries and adjoining agencies to evaluate the principles of Safer People, Safer Streets. Section 4. The City encourages all residents and parents to ensure that people learn defensive walking, bike riding in traffic, including wearing a helmet and the dangers of using any electronic device or headphone when walking or bike riding. Section 5. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 55B -4 2/12115LES ADOPTED this day of February, 2015.
