The City's Automated Red Light Camera System (ARCLS) operated by Redflex Traffic Systems
is installed at 15 intersections throughout the City. On March 18, 2014, the City Council directed
staff not to exercise the available contract options with Redflex Traffic Systems, and to allow the
contract to expire on June 17, 2015.
The red light camera system will continue to operate until the agreement expires on June 17,
2015. As a result, the City will continue to receive revenue during the first quarter of the 2015 -16
fiscal year for citations issued towards the end of the agreement. By October 1, 2015, staff
estimates that the City will have received the final $200,000 to $400,000 in agreement revenue.
The net result of the loss of revenue as well as the corresponding reduction in operational and
contractual costs ranges from $800,000 to $1 million.
Upon expiration of the contract, Redflex has sixty (60) days to remove equipment and restore
damaged infrastructure at its sole cost and expense. Should Redflex not remove or make the
required restoration, the City will be able to remove the equipment and charge the company.
Police Department resources currently assigned to the red light camera program will be
reallocated to other enforcement and educational activities focused on improving traffic,
pedestrian, and bicycle safety.
