A General Plan is the local government’s long-term blueprint  for the community’s vision of future growth. It is the long-range constitution that sets forth all of the  goals, policies, and programs for the City to ensure successful accomplishment of the City’s vision. Seven minimum required Elements (chapters):  Land Use  Circulation  Housing  Conservation  Open Space  Noise  Safety  Cities may elect to add elements as they see fit.  2 GOAL / TASKS Identify areas for new development  Study Area –North Broadway/Main Corridor  Task –Identify Areas By:  Height / Density  Less than 4-stories  4-6 Stories  High Rise  Mixed Uses  SANTA ANA’S EXISTING GENERAL PLAN Different Elements written and adopted separately over the  last 3 decades Housing Element updated every 5-7 years per State law to  ensure capacity for new additional housing Existing General Plan in Santa Ana has the following 9  additional Elements for a total of 16 Elements: Airport Environs  Economic Development  Education  Energy  Growth Management  Public Facilities  Seismic Safety  Scenic Corridor  Urban Design  4 NEW ORIGINAL PLAN FOR SANTA ANA New General Plan to be produced in-house along with an  organization structure to ensure its implementation as a living document Instead of a document to be shelved and updated every few  decades, Santa Ana’s General Plan will be a dynamic, working document. Trained, in-house staff can ensure its relevancy to Santa Ana’s  particularities and history at a much lower cost. The new Elements will embrace current topics, practices, and  philosophies with relevant names. Specialized consultants to do very specialized work under  staff supervision. 5 NEW GENERAL PLAN FORMAT General Plan Framework  Community Plans  Technical Appendices  6 NEW 12 GENERAL PLAN ELEMENTS Land Use (Includes growth Management, Land Use/Mobility  Relationship) Mobility (Circulation, Airport Environs, multi-modal transportation)  Urban Design and Architecture (Includes Scenic Corridors)  Historic Preservation  Economic Development  Housing  Education, Arts and Culture  Human Services  Sustainability (Health, Conservation, Water Management, Energy  Management) Open Space, Recreation, Public Facilities  Noise  Safety (includes Seismic Safety)  7 GENERAL PLAN COMPONENTS General Plan Framework  Vision  Executive Summary  Underlying Policies and Goals that apply across the city  Maps, Charts and Graphs  Community Plans  Address several neighborhoodsand distinct areas that constitute one  “Community Plan Area” All relevant Elements in each community plan addressed for that  community plan area Contains Goals, Policies, and Programs of each Element for that area  Maps, charts, graphs, photographs, and other relevant visual  information Technical Appendices  8 ACCELERATED SCHEDULE Adopt draft General Plan draft in 24  months (Summer of 2017) Follow up environmental and other  additional work the following year 9 STEP 1: SEP –DEC 2015 1.Conduct interviews with community leaders/opinion makers 2.Consolidate existing policies and plans to create a “quilt” 3.Extract key policy principles from existing documents 4.Prepare 1working draft General Plan st Framework 10 GENERAL PLAN “QUILT” MAP 11 STEP 2: JAN, FEB, MARCH 2016 1.Prepare 1detailed draft General Plan st 2.Prepare corresponding graphics, maps, charts, and other supporting documents 3.Assemble General Plan Advisory Group 12 STEP 3: APRIL, MAY, JUNE 2016 1.Meet with Advisory Group to review draft General Plan 2.Confirm direction of General Plan update with Planning Commission 3.Present to Development and Transportation Committee 4.Confirm General Plan update direction with City Council 13 STEP 4: JULY –DECEMBER 2016 1.Prepare technical appendices 2.Prepare maps and other supporting documents 3.Start environmental document preparation 14 STEP 5: JAN –JUNE 2017 1.Public Engagement 2.Environmental scoping (as necessary) 3.Finalize draft General Plan for Council consideration 4.Continue preparation of environmental document 15 STEP 6: JULY 2017 –COMPLETION 1.Complete environment document preparation 2.Complete final draft General Plan 3.Complete hearing process for adoption of new General Plan 16 TEAM COMPOSITION Mostly prepared in-house with new, highly  trained staff (much lower cost) Specialized consulting services will be hired to  perform specialized work (e.g., water conservation and sustainability analysis, noise, seismic safety, focused studies, historic context, EIR preparation, noise study, graphic design, etc.) Concurrent with Zoning Code update program  17 18
