HomeMy WebLinkAboutRESO 2015-30_1901EFirst (Sign Prgm)LS 9/14/15 RESOLUTION NO. 2015 -30 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING THE MASTER SIGN PLAN FOR THE PROPERTY LOCATED AT 1901 EAST FIRST STREET BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The Applicant is requesting approval of the proposed master sign plan for The Nineteen 01 residential development located at 1901 East First Street. B. The master sign plan came before the Planning Commission of the City of Santa Ana on September 14, 2015. C. In 2013, the City approved various entitlements for The Nineteen 01 development, including site plan review approval, a tentative map, and an amendment to an existing development agreement. Included within the site plan review approval was a requirement to submit a master sign plan to the Planning Commission for review and approval. D. The master sign plan proposes a combination of wall signs, monument signs, directional signs and project addressing that is contemporary and creative and will complement and be consistent with the architectural design of The Nineteen 01 development. E. The Planning Commission determines that the following findings, which must be established in order to grant this master sign plan, is in compliance with the provisions of the Metro East Mixed Use Overlay Zone: 1. That the signage is in compliance with the objectives of Section 1.2 of the MEMU Overlay zone. The proposed signage is in compliance with the objectives of Section 1.2 of the MEMU Overlay Zone. The proposed signage has been designed to be compatible with and complementary to the contemporary architectural style of the project. Further, the signage will be oriented toward the pedestrian, Resolution No. 2015 -30 Page 1 of 3 helping to promote an active street and pedestrian oriented design. 2. That the signage is in compliance with the purpose and objectives outlined in the Citywide Design Guidelines. The proposed signage is in compliance with the purpose and objectives outlined in the Citywide Design Guidelines. The proposed signage will be consistent with the Design Guidelines as the signage is creative and well- designed and will contribute positively to Santa Ana's visual environment, help express local character, and will assist in the MEMU developing a distinctive image. 3. That the signage is in compliance with the purpose and intent of Section 41 -860 et. seq. except for the variations specified in the Master Sign Program application. The proposed signage is in compliance with the purpose and intent of Section 41 -860 et. seq. except for the variations specified in the Master Sign Program application. The wall signage is consistent with the Sign Code except for its placement, which is limited under the current Sign Code to the first floor of the building. Further, the overall sizes of the monument signs are also consistent except for exceeding the allowable height by three feet. However, both of these variations are consistent with the intent of the MEMU signage guidelines and will assist in providing a clean, contemporary signage package for the development. F. In accordance with the California Environmental Quality Act, the recommended action has been reviewed through previously certified Environmental Impact Report No. 2006 -01. The original Environmental Impact Report was analyzed in light of the master sign plan and it was determined that there are no new significant impacts resulting from this plan. Therefore, no further environmental documentation is required. Section 2. The Planning Commission of the City of Santa Ana hereby approves the master sign plan. This decision is based upon the evidence submitted at the above said public meeting, which includes, but is not limited to: the Request for Planning Commission Action dated September 14, 2015, and exhibits attached thereto, and the public testimony, all of which are incorporated herein by this reference.
