A project overview regarding the signage plan was provided by Vince Fregoso,
Acting Planning Manager.

2. REVIEW OF THE PUBLIC ART PLAN FOR THE NINETEEN 01 DEVELOPMENT
LOCATED AT 1901 EAST FIRST STREET
(Applicant: The Nineteen 01)
A project overview regarding the public art plan was provided by Vince Fregoso,
Acting Planning Manager. The applicant and the artist answered questions related
to the artwork materials and finishes, shade /shadow studies performed and its
ocean theme. Some commissioners opined that the theme did not specifically reflect
the heritage or historical significance of Santa Ana.

A project overview was provided by Ivan Orozco,
Assistant Planner I. Chairman Gartner opened the public hearing. Email
communication was received from Jacqueline Meese conveying support for the
project. There were no speakers and the hearing was closed.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2014 -52 as
conditioned.

Assistant Planner I. Commissioner Bacerra mentioned an issue with an unpermitted
sign, to which Mr. Fregoso responded that he would follow up on the issue.
Chairman Gartner opened the public hearing. The applicant was available to
answer any questions. There were no speakers and the hearing was closed.

COMMENTS
Vince Fregoso
• Informed that Executive Director Hassan Haghani was unavailable to attend the
meeting due to another concurrent meeting taking place.
PLANNING COMMISSION MEMBER COMMENTS
Vice Chair Mill
• Mentioned he has also noticed sandwich boards for 4t" Street Market, which may
also be unpermitted.
Commissioner Bauer
• Thanked staff for the swift action taken regarding short -term home rentals in the
city.
• Commented regarding agenda item no. 2, that the piece should not be a
stereotype of Santa Ana, but rather represent the rich history of the city.
Chairman Gartner
• Reminded the commission that Commissioner Comments should not include
comments on agendized items.
• Thanked Vice Chair Mill for running the last meeting in his absence.
• Apologized to Commissioner Bacerra for shortening his comment.
• Thanked Planning staff for addressing illegal work behind his office and for acting
swiftly.
ADJOURNED
6:12 P.M. - The next meeting of the Planning Commission is scheduled
for Monday, September 28, 2015 at 5:30 p.m. in the Council Chamber,
22 Civic Center Plaza, Santa Ana, California.
