(Applicant: Community Development Partners)
Legal notice published in the Orange County Reporter on October 13, 2015 and
notices mailed October 14, 2015.
A project overview was provided by Vince Fregoso, Principal Planner. Chairman
Gartner opened the public hearing. Eric Paine, representing the applicant, spoke in
support of the project. There were no other speakers and the hearing was closed.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2015 -17 as
conditioned.

WORK STUDY SESSION
2. PLANNING COMMISSIONER TRAINING SESSION AND REVIEW OF BYLAWS
City Attorney Sonia Carvalho provided a PowerPoint presentation on Planning
Commissioner Powers, including purpose and duties, as well as decorum during
public meetings. Ms. Carvalho also suggested commissioners review their bylaws,
recommended available training, and answered questions from the Planning
Commission. Commissioner Bacerra requested that forthcoming items be listed on
the agenda. Executive Director Haghani requested that commissioners contact staff
prior to meetings if they see any grammatical errors in reports. Chairman Gartner
suggested a study session on Planning Commission bylaws for discussion. Mr.
Haghani noted future commission trainings will be provided, including topics such as
the California Environmental Quality Act (CEQA).

Hassan Haghani provided a PowerPoint presentation on the General Plan Update
and Zoning Code Update programs. The presentation described what composes the
General Plan and its minimum required elements. Mr. Haghani explained the need
to update the code and streamline processes. Mr. Haghani also answered
questions related to form -based codes and described how zone change applications
will be processed, as well as questions related to community outreach and
community engagement, which he stated will be handled by the agency's new
Community Initiatives managers.

• Stated she was happy to be with the City of Santa Ana and looked forward to
working with the Commission.
PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bacerra
Welcomed Candida Neal and thanked Vince Fregoso for the fantastic job he did.
Commissioner Verino
• Welcomed Candida Neal and noted that she is looking forward to working with
her.
• Requested an update at the next meeting on the Bristol Street Widening Project.
• Asked for assistance in understanding the crime reporting grids and how they are
determined. Mr. Haghani noted he will schedule a future work study session with
a Police Department representative.

• Requested additional information on police reporting grids and crime reporting
figures to understand how the crime reporting figures are used in the planning
process.
