Authorize the City Manager and Clerk of the Council to award contracts to Aqua- Metric Sales Co.,
Badger Meter, Inc., H.D. Supply Waterworks, and Mueller System, LLC for the purchase of a
variety of water meters for a one -year period beginning February 1, 2016 and expiring January
31, 2017, with provisions for four one -year renewals exercisable by the City Manager, in an
annual amount not to exceed $140,000, subject to non - substantive changes approved by the City
Manager and City Attorney.
DISCUSSION
The City of Santa Ana Public Works Agency Water Resources Division regularly performs
installation, maintenance, and replacement of residential and commercial water meters. There
are approximately 45,000 metered service locations in the City, and water meters are typically
replaced every 15 years. The four types of meters used by the City are positive displacement,
multi -jet, residential fire service, and turbine meters. Positive displacement meters are used
primarily for residential applications. Multi -jet meters are used for multi - family residential,
irrigation, and commercial applications. Residential fire service meters are used for residential
services requiring fire sprinkler systems. Turbine meters are used for high volume water users,
including industrial, commercial, irrigation, and large multi- family residential applications. The
meters are purchased as needed through the Central Stores warehouse for distribution to the
Public Works Agency.
The Notice Inviting Bids was advertised on November 16, 2015 on the City's online bid management
and publication system. A summary of the bid invitations and bids received is as follows:

Four bids were received, opened on December 1, 2015, and evaluated. All four bids, including one
from a Santa Ana vendor, were responsive to the specifications and met the City's requirements.
Staff recommends awarding contracts to all four vendors to allow for procurement of the four types
of water meters utilized by the City. During the term of these contracts, the aggregate expenditure
for water meter purchases is not to exceed $140,000 annually, including any approved renewal
extensions.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities &
Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City
assets), Strategy C (invest resources and technology to extend the service life of existing
infrastructure to protect the City's investment and support a high quality of life standard).
FISCAL IMPACT
Funds in the amount of $70,000 for the first six months of the contracts are available in FY 2015-
16 Water Quality & Measurement account (06017644- 63001). Subsequent funding of $140,000
will be budgeted in FY 2016 -17, FY 2017 -18, FY 2018 -19 and FY 2019 -20, and $70,000 in FY
2020 -21 for a total of $560,000 to fund the four optional renewal periods.
