DISCUSSION In 2014 and again in 2015, the Personnel Services Department conducted recruitments to hire a Deputy City Manager. In both cases, it was determined that the recruitments did not produce a sufficient number of satisfactory candidates to make a selection. As a result, the Personnel Services Department conducted a review of the duties, responsibilities and compensation assigned to the Deputy City Manager job classification (Exhibit 1). This analysis indicated that Santa Ana's classification is undercompensated in relation to similar positions in eleven comparable cities. As this position is instrumental to the effective management of City operations, the salary rate assigned to this classification must be competitive in the labor market to attract and retain candidates. Therefore, the City Manager is requesting a 10% equity increase for Deputy City Manager in order to attract the highest quality candidates in subsequent recruitments and establish a compensation level commensurate with comparable classifications in agencies of similar size and complexity. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On June 16, 2015, the City Council passed and adopted Resolution No. 2015 -026 amending and re- establishing the Basic Classification and Compensation Plan for all Full -Time and Part -Time Classifications of Officers and Employees of the City of Santa Ana. C. On December 15, 2015, the City Council adopted Resolution No. 2015- 069 which amended Resolution No. 2015 -026 by revising the Executive Management Salary Schedule. D. The City Council has amended and reestablished the Basic Classification and Compensation Plans on numerous occasions since its adoption. E. Based on a labor market compensation study, the City Manager proposes providing a market median parity adjustment to the Deputy City Manager Classification to ensure that the City attracts qualified applicants and retains qualified incumbents in this position. F. It is now desired to amend Council Resolution No. 2015 -026, as amended, and the Annual Budget for fiscal Year 2015 -2016 as set forth in Ordinance No. NS -2878, as amended, in order to effect these changes, as shown below: Section 2: The Santa Ana City Council amends Resolution No. 2015 -026, Exhibit A, Section 1, Paragraph B entitled Schedule of Salaries [for Executive Management classification], to adjust the salary rate range for the classification of Deputy City Manager (EM) as set forth below: Resolution 2016 - Page 1 of 3 55C -5 Classification Title 15 -Step Salami Rate Range (SRR) Effective 711/15 FROM Monthly Salary TO Monthly Salary SRR Min -Max SRR Min -Max Deputy City Manager (EM) EM -41 ($12140- $17152) EM -44 ($13070- 18471) Section 4: That except as amended by this Resolution, all other provision of Resolution No. 2015 -026, as amended, shall remain in full force and effect.
