Select a member to the Orange County Vector Control and appoint for either a two (2) or four (4)
year term expiring in January of 2018 or 2020.
DISCUSSION
The Mayor and City Council represent the City's interest in regional issues by serving on a
number of regional boards which make public policy decisions in the areas of transportation,
water resources, fire services, government facilities and vector control. In 2013 the City Council
appointed Cecilia Aguinaga, a resident, to represent the City of Santa Ana on the Orange County
Vector Control. Ms. Aguinaga's current term expired on January 4. 2016. On December 15,
2015 the City Council elected to open up the nomination process to City residents. The Clerk of
the Council Office prepared a notice of vacancy and posted on the City's Facebook page, City's
website, bulletin boards at City Hall, and released as Nixle alert. The application deadline was
January 11, 2016 and as of said deadline received applications from Cecilia Aguinaga, Michelle
Leon and Isis Calvario. Their applications were routed to City Council for review and
consideration prior to this action.
A summary of duties, responsibilities, compensation and requirements are attached in the Notice
to Residents.
Orange County Vector Control Background
The Orange County Mosquito and Vector Control District (District) is a special district and is one
of over 100 agencies statewide specifically dedicated to protecting public health by controlling
rats, flies, mosquitoes, Red Imported Fire Ants and other vector related problems.
The District was formed in 1947, originally as the Orange County Mosquito Abatement District, in
accordance with local authority provided by the Mosquito Abatement Act of 1915 and further

supported by the California Health and Safety Codes. The District was responsible for protecting
the growing population of Orange County from mosquitoes and mosquito -borne diseases. In
1975, the Orange County Board of Supervisors conducted an efficiency study that concluded
that the District could effectively assume the responsibility for comprehensive vector control.
Consequently, fly and rat control, formerly part of the Orange County Health Department, was
transferred to the District. At that time the name of the District was changed to the Orange
County Mosquito and Vector Control District. In 2004, the District reestablished a Red Imported
Fire Ant program after the State stopped funding the program they had established in 2000.
Operation of the District is overseen by a Board of Trustees comprised of 35 members, each
appointed by their city of residence (34) with one member representing the County. Trustees are
appointed for terms of two or four years.
The current budget approved by the Board of Trustees supports District activities in providing
vector control services to County residents. Funding also supports education programs on
vectors that are presented by staff at school and civic group meetings. The District also has
printed material available to the public upon request that describes what citizens can do to keep
their homes and property free of rats, flies, and mosquitoes, Red Imported Fire Ant, and pests
that may be found around the yard and inside the home.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability,
Engagement & Sustainability, Objective #1 (Establish a comprehensive community engagement
initiative to expand access to information and create opportunities for stakeholders to play an
active role in discussing public policy and setting priorities).
FISCAL IMPACT
There is no fiscal impact associated with this action.

FOR CONSIDERATION AND APPOINTMENT TO
THE ORANGE COUNTY VECTOR CONTROL
APPLICATION DEADLINE: JANUARY 11, 2016
The City of Santa Ana encourages residents to become involved in your
community. One way to do so is to serve in an advisory capacity on one of the
City's various boards and commissions. The City is now accepting applications
to fill a seat on the Orange County Vector Control. Below is a summary of the
position including duties, compensation, and requirements
Minimum Requirements
Must be a registered voter and not serve as a treasurer of a political action
committee.
Term of Appointment
Board of Trustee appointed member will serve a two or four year term, as
approved by the City Council.
Responsibilities
The District maintains a small but highly trained unit responsible for the
prevention, elimination or control of mosquitoes and other arthropods known to
be potential carriers of infectious diseases, or presenting a public nuisance. The
Board of Trustees is responsible for hiring an administrator to organize and carry
out an effective control program, and to develop a budget adequate to staff and
support the program.

Meetings
The Board of Trustees meet at 3:00 p.m. on the third Thursday of every month at
the Mosquito and Vector Control District of Orange County headquarters located
at 13001 Garden Grove Blvd, Garden Grove, CA 92843

$100 per meeting.
