On February 5, 2016, the Orange County Fire Authority (OCFA) will enhance service delivery by
increasing the number of paramedic units in the city from nine to twelve. The enhancement will
improve service delivery and firefighter safety. The number of firefighters on duty each day will
remain unchanged.
This report summarizes all OCFA services and staffing provided for the benefit of the residents of
the City of Santa Ana.
STRATEGIC PLAN ALIGNMENT
This item supports the City's efforts to meet Goal #5 - Community Health, Livability, Engagement
& Sustainability, Objective #1 (Establish a comprehensive community engagement initiative to
expand access to information and create opportunities for stakeholders to play an active role in
discussing public policy and setting priorities).

Summary of Services Provided
City of Santa Ana
Services provided by the Orange County Fire Authority to the city of Santa Ana are comprehensive and
extend well beyond the basic staffing of stations. Details of our comprehensive services are discussed
below.

In addition to the above, OCFA has a Division Chief, Battalion Chief, Administrative Captain,
Administrative Assistant, Nurse Educator, and a Fire Community Relations & Education Specialist
(bilingual) assigned to serve the city of Santa Ana and the neighboring OCFA communities.
Community Risk Reduction Services
OCFA provides Community Risk Reduction (CRR) services to the city of Santa Ana. CRR resources
dedicated to the city include an Assistant Fire Marshal, two Senior Fire Prevention Specialists, two Fire
Prevention Specialists, and an office assistant. One Fire Prevention Analyst is assigned to the Building
Department public counter each weekday afternoon. Most CRR services are funded by user fees and
therefore do not impact the cost of services charged to the city. Staffing that is provided to all OCFA
member agencies are shown below.

The city benefits from all positions listed above through accomplishment of the following
responsibilities:
Planning & Development
Work with the development community to facilitate safe development and ensure construction
meets state and local fire and life safety requirements.
Review conceptual and community designs, including special provisions for development.
Review and inspect building construction and fire protection systems to ensure that the
California and International Fire Code requirements are met prior to occupancy.
Prevention Field Services
Assist stakeholders such as businesses, partner agency staff, first responders, environmental
regulatory agencies, and the general public in maintaining and enhancing safe communities.
Conduct fire safety inspections, issue permits for hazardous processes, respond to public
complaints of hazards, and provide emergency response information about hazardous materials
for response and planning purposes.
Pre -Fire Management
Evaluate and analyze community risks that fall under the jurisdiction of the OCFA by
evaluating and analyzing current and future fire and safety mitigation practices.
Investigations
Investigate or review all fires and detennine appropriate intervention strategies including
follow -up to identify construction system and behavioral impacts.
Provide the foundation for current and future fire prevention efforts.
Special OCFA Services and Community Involvement
With the combination of station, division, and fire prevention staffing, the OCFA is able to provide
substantial value -added services to Santa Ana. Following is a sample of community events, city
sponsored activities, and public education programs in which OCFA has participated within the city of
Santa Ana.
