Dear Miguel, Vince, Angelica, and Michelle,
I see on the council agenda for tomorrow night's meeting is the second reading for the City Manager's
salary increase which I read had passed at the first reading. In light of a pending investigation, I believe
It would behoove you to wait on any pay raise or contract extension, if in fact there is going to be an
investigation. It would make good business sense to conduct the Investigation to determine if there was
any wrongdoing. If not, the City Manager Is cleared of any allegations — real or perceived. Then at that
time the City Council should consider his salary and contract extension.
If it were me, I believe it would be best to thoroughly look into any allegations and make sure a decision is
based on FACT — not supposition.

Honorable Mayor & Council Members;
In light of the pending probe of the City Manager's actions it would seem entirely imprudent to award a bonus or have
any discussion of a contract extension at tonight's meeting. The proper time and place for that is AFTER the probe has
been completed and a report provided to the City Council. Then an informed decision may be made as to the
justification for these requests of the City Manager. I urge each of you to postpone this matter until the appropriate
time. This will serve to protect both the City Council and Mr. Cavazos from the perception that a "rush to judgment"
occurred under a black cloud of controversy.
As to the adjustment for the Clerk, I have no such reservation on her pay adjustment. Thank you for your consideration.

I believe this item is a second reading for awarding our City Manager a salary increase
or bonus in the amount of $17,000.
I urge you to vote no on this proposal for the following reasons:
I believe he is already receiving quite an adequate salary and money for living
expenses. The money the city pays to and for him is more than almost all comparable
cities pay their city managers. I don't think we need to give him more.
It is not good timing for this award. There is an ongoing investigation relative to Mr.
Cavazos's relationship with a City Employee. It is imprudent to vote for an increase in
his compensation until the investigation has been completed and he is cleared of any
allegations of misconduct or ethical impropriety.
I have nothing against our City Manager. It seems like he is doing a pretty good job, but
he is already being well paid to do that. My opinion, as a Santa Ana resident, taxpayer
and homeowner, is that our City Manager is being generously and adequately
compensated.
If the City Budget is burning a $17,000 hole in your pockets, there are a lot better ways
that money could be allocated..... We might save it for the next fiscal crisis.... We might
fix our sidewalks and streets.... We might replace our dead and dying trees... We might
put it toward housing the homeless and providing services they need to be self
sufficient.... We might award grants to neighborhood associations and leaders that serve
our City's residents.
Again, I urge you to vote against additional compensation to the City Manager.
