BUSINESS CALENDAR
COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED
PROJECTS):
Commissioners Bacerra and Bauer disclosed that they spoke with Davin Gumm
regarding agenda item no. 2. Commissioner Alderete also submitted a disclosure
form for contact with Elizabeth Camacho regarding agenda item no. 1.
1. SITE PLAN REVIEW NO. 2016-01
(Applicant: The Line at Santa Ana, LLC)
A project overview was provided by Hally Soboleske, Associate Planner. Ms.
Soboleske mentioned there was an additional condition (no. 7) added to this project
related to the Covenant Agreement for waste hauling services, as well as an
administrative correction to Section 2 of the resolution. The commission asked
questions regarding possible noise mitigation related to the transit corridor and
complex amenities, such as bike racks and electric vehicle charging stations. The
applicant was available to answer questions.
MOTION: Adopt a resolution approving Site Plan Review No. 2016-01 as
conditioned.

2. CONDITIONAL USE PERMIT NO. 2015-19
(Applicant: Knife & Glass)
Legal notice published in the Orange County Reporter on December 1, 2015 and
notices mailed December 2, 2015.
A project overview was provided by Ali Pezeshkpour,
Assistant Planner I. Mr. Pezeshkpour also mentioned that the application type has
been changed from a Type 47 (presented on December 14, 2015) to Type 41
Alcohol Beverage Control (ABC) license as stated in the current staff report.
Chairman Gartner opened the public hearing. Debbie McEwen spoke in support of
the -project. Venancio Chavez, Marco Bello and Carmen Chavez spoke in support of
the project after a community meeting held on January 11, 2016, which provided
detailed clarification that this project was an eating establishment and not a bar, as
previously assumed. Written communication was received from Tim Rush in support
of the project. There were no other speakers and the hearing was closed.

A project overview was provided by Ann Ni,
Associate Planner. Chairman Gartner opened the public hearing. The applicant and
property owner both spoke in support of the project. There were no other speakers
and the hearing was closed.

Election of Officers was pulled from the agenda by staff as it was noted that the City
Charter states board and commission elections should be held in the month of July.
5. APPOINTMENT OF PLANNING COMMISSION GENERAL PLAN AND ZONING
ORDINANCE ADVISORY SUBCOMMITTEE
MOTION: Appoint Commissioner McLoughlin to the General Plan and Zoning
Ordinance Advisory Group, replacing Commissioner Nalle. The nomination
was accepted by Commissioner McLoughlin.
6. PLANNING COMMISSION BYLAWS AMENDMENTS
MOTION: Adopt a resolution approving the amendment to the Planning
Commission Bylaws.

COMMENTS
8. PLANNING MANAGER UPDATES
Candida Neal
• Stated she will provide an update on future street widening projects at a
subsequent meeting.
• Addressed Commissioner Bacerra's request to modify the agenda's future
agenda items section with upcoming projects. She stated that his request cannot
be addressed due to staff limitations, but did inform that there is an interactive
map of future projects on the city's website that serves to inform the community.
• Mentioned that the Urban Design and General Plan and Zoning subcommittees
will meet monthly starting in February.
9. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bacerra
• Commented on the request for the list of future projects and after staff's
comments about the complexity of providing such list, asked that project
projection for at least one month be provided.
• Provided the suggestion to have applicant outreach become a voluntary part of
the application process to avoid situations such as those presented with Knife
and Glass.
• Mentioned the Orange County Transit Authority's public hearing was well
attended by approximately 75 people concerned over the proposed bus route
reductions.

together on the commission.

• Commended staff for the scoping meeting held with business owners to provide
a General Plan update.
