III Q BUSINESS CALENDAR COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) Vice Chair Christy noted she visited the 2335 North Oakmont Avenue property. Commissioner McLoughlin noted he visited the 2214 North Greenleaf St. property. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2014-01 Filed by the City of Santa Ana to execute a historic property preservation agreement with Walter and Sherrie Gibson for the structure located at 2214 North Greenleaf Street (Jacobs House). RECOMMENDATION: Recommend that the City Council authorize the City Manager and Clerk of the Council to execute the attached agreement with Walter and Sherrie Gibson, property owners, for the structure located at 2214 North Greenleaf Street, subject to non -substantive changes approved by the City Manager and City Attorney. HISTORIC AMERICAN BUILDING SURVEY (NABS) FOR THE SEXLINGER FARMHOUSE AND ORCHARD AT 1584 EAST SANTA CLARA AVENUE Filed by the City of Santa Ana to receive and file the Historic American Building Survey (HABS) for the Sexlinger Farmhouse and Orchard located at 1584 East Santa Clara Avenue. RECOMMENDATION: Receive and file the Historic American Building Survey for the Sexlinger Farmhouse and Orchard. Hally Soboleske provided background information on the Sexlinger project and on the Historic American Building Survey (HABS) study prepared by Pam Daly, Architectural Historian with Daly & Associates, to document and record the structure and property. Written communication received from Deborah M. Rosenthal of Sheppard, Mullin, Richter & Hampton LLP representing The Old Orchard Conservancy in opposition of filing noting that the trees needs to be properly documented before they are removed; The Old Orchard Conservancy Board of Directors requesting corrections be made to the study prior to submittal; and Bob Odle on the lack of historical significance of the water pipes on the property. The following addressed the Commission on the matter: Nick Spain, representing the Old Orchard Conservancy, asked that the Commission require proper and full documentation of the historical property prior to demolition and requested errors on the study be corrected. Steve Ray, representing the Old Orchard Conservancy, discussed the documentation of the orchard trees, noted other structures were not identified and the need for a Historic American Landscapes Survey (HALS). Matthew Holbrook of Sheppard, Mullin, Richter & Hampton, attorney for The Old Orchard Conservancy, asked the Commission not to file the document and require a HALS. Michael Gibbons, representing Orange Lutheran High School, noted support to receive and file the HABS Study. Jeff Melching, attorney representing Orange Lutheran High School and Concordia University, noted support to receive and file the HABS study and thanked staff for their work. Pam Daly, Architectural Historian, discussed the HALS and HABS programs. Vice Chair Christy inquired on the letter from The Old Orchard Conservancy noting corrections to the HABS. Ms. Haluza noted changes are errata and not substantive and will not alter the main content of the document, adding staff will review letter and make corrections where necessary. Commissioner Garcia requested staff cross reference what is in the letter and report back to the Commission. Chairman Mill noted appreciation to the Conservancy for their review of the document adding he felt comfortable with staff making corrections and not hold up the process. MOTION: Receive and file the Historic American Building Survey for the Sexlinger Farmhouse and Orchard to the reasonable satisfaction of the Commission subject to the corrections. HISTORIC RESOURCES COMMISSION COMMENTS Commissioner Bustamante: • Commented on his attendance at the Santa Ana Cemetery on Memorial Day noting the valuable resource of the historic cemetery where Civil War and Spanish/American War veterans are buried. Commissioner Schaefer: • Welcomed Commissioner McLoughlin to the Commission. Vice Chair Christy: • Welcomed Commissioner McLoughlin; • Invited all to attend the 125th Birthday Celebration of the Howe -Waffle House and 40th Anniversary of the Santa Ana Historical Preservation Society on June 7 from 12:00 noon to 4:00 p.m. Commissioner Rosas: • Welcomed Commissioner McLoughlin. Commissioner Garcia: • Recently joined the Santa Ana Historical Preservation Society and encouraged Commissioners to become members. Commissioner McLoughlin: • Thanked all for the opportunity to be on and to serve on the Commission; • Inquired on the status of the historic designation fee reduction. Ms. Haluza noted staff will bring a recommendation to the Development and Transportation Council Committee on June 30 to waive the historic listing fee for one year and reduce the Mills Act fee by 50%. Commissioner Schaefer requested that staff provide an update to the Commission on the Committee's action. Chairman Mill: • Welcomed Commissioner McLoughlin noting he will be a valuable resource and is a great addition to the Commission; • Echoed comments on the Santa Ana Cemetery; noted that former Mayor Gordon Bricken wrote a book "Pioneers in Blue and Gray" on the Civil War gravesites and veterans buried at the cemetery. EXCUSE OF ABSENCES Motion by Commissioner Bustamante to excuse the absence of Commissioner Hitterdale. HISTORIC RESOURCES COMMISSION MINUTES 4 JUNE 5, 2014 Commission discussion ensued, with a vote not taken to excuse Commissioner Hitterdale's absence. Commissioner Bustamante withdrew his motion. ADJOURNED 5:50 P.M. - The next meeting of the Historic Resources Commission is scheduled for Thursday, October 2, 2014 at 4:30 p.m. in the Council Chamber, 22 Civic Center Plaza, Santa Ana, California.
