C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2015-01
Filed by the City of Santa Ana to execute a historic property preservation agreement
with PJ Jahangiri for the structure located at 2115 North Main Street (Macfarlane
House).
MOTION: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute the attached agreement with Neda and
PJ Jahangiri, property owners, for the structure located at 2115 North Main
Street, subject to non -substantive changes approved by the City Manager
and City Attorney.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2015-02
Filed by the City of Santa Ana to execute a historic property preservation agreement
with PJ and Neda Jahangiri for the structure located at 2056 North Bush Street (Melton
House).
MOTION: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute the attached agreement with Neda and
PJ Jahangiri, property owners, for the structure located at 2056 North Bush
Street, subject to non -substantive changes approved by the City Manager
and City Attorney.

Vice Chair Christy disclosed that she visited each home on the agenda.
After meeting adjournment, Commissioner McLoughlin stated he failed to disclose that
he spoke with David Rance about the historic designation process in late December and
wanted to state it for the record.

RECOMMENDED ACTION:
1. Elect a Chairperson for the Historic Resources Commission for the 2015
term.
2. Elect a Vice Chairperson for the Historic Resources Commission for the
2015 term.
Vice Chairperson Christy called for nominations for Chairperson. Commissioner
McLoughlin nominated Vice Chairperson Christy as Chairman and the nomination was
accepted. Hearing no further nominations, the nominations were closed without
objection.

Commission for the 2015 term.

Vice Chairperson Christy called for nominations for Vice Chairperson. Commissioner
Schaefer nominated Commissioner McLoughlin as Vice Chairperson and the
nomination was accepted. Hearing no further nominations, the nominations were closed
without objection.

NOMINATIONS OF PROPERTIES TO THE SANTA ANA REGISTER OF HISTORICAL
PROPERTIES AND MODIFICATION OF MILLS ACT AGREEMENT FEES

MOTION: Recommend that the City Council extend the waiver of new
application fee for the private party nominations of properties to the Santa
Ana Register of Historical Properties and modification of Mills Act
agreement fees for the next two years.

Filed by David Christopher Crockett and Gloria Lynn Jetter Crockett to allow the
placement and categorization in the Santa Ana Register of Historical Properties as
Contributive for the property located at 2118 North Greenleaf Street (Pritchard House).
Vice Chairperson Christy opened the public hearing. The applicants spoke in support of
approval for the project. There were no other speakers and the hearing was closed.

PROPERTY PRESERVATION AGREEMENT NO. 2015-04
Filed by David Rance to allow the placement and categorization in the Santa Ana Register
of Historical Properties as Contributive for the property located at 2130 North Ross Street
(Gregory House) and to execute a Mills Act agreement with the City of Santa Ana. Vice
Chairperson Christy opened the public hearing. The applicant spoke in support of approval
for the project. There were no speakers and the hearing was closed. Commissioner
Schaefer suggested that, because the first owners only resided in the property for five
years, that staff research to see what property owner has lived in the home the longest
period of time, and to add their hyphenated name along with the Gregorys for historical
purposes.

1. Adopt a resolution approving Historic Resources Commission Application

7. STAFF COMMENTS
Ryan Hodge
• Mentioned that this would be his last meeting as legal counsel for the Historic
Resources Commission and introduced Lisa Storck as the new attorney for the
commission.
Hally Soboleske
• Welcomed the new members to the Commission.
• Mentioned a historic orientation for new commissioners will be set shortly and that all
commissioners are invited should they choose to attend. Details will be forthcoming.
• Introduced Philip Chinn with the Orange County Historical Commission (First
District) and he spoke regarding his commission's purpose and accomplishments, as
well as provided historic -related materials for the Commission.
8. HISTORIC RESOURCES COMMISSION COMMENTS
All commissioners thanked Ryan Hodge for his years of service to the Historic
Resources Commission, congratulated Alberta Christy and Mark McLoughlin for their
new roles as Chairperson and Vice Chairperson, respectively, as well as welcomed
Commissioners Bauer, Coolidge and Murashie. Additional comments listed below:

Mentioned he's looking forward to working with the commission.
Commissioner Coolidge
• Thanked the commission for their warm welcome, thanked the homeowners for
attending and encouraged all present to attend the Downtown Farmers' Market after
the meeting.

• Congratulated the homeowners for their historic designation.
Commissioner Rosas
• Stated it was great to see homeowners excited about their home preservation.

• Stated that many homes are becoming eligible for the historic registry in the
Washington and Wilshire Square neighborhoods and requested that staff present

• Requested information on the creation of historic districts.
• Thanked staff for the condolence card received on the loss of her father.
