Dear Mayor Pulido and Members of the Santa Ana City Council;
The French Park Historical District was created by the Santa Ana City Council as a result of strong resident
interest to protect the architectural legacy of our neighborhood. Working with staff and the City Council the
French Park Historical District was created April 2, 1984. The District includes 144 historic properties which fall
under city -adopted design guidelines for historic preservation.
French Park has just learned that City Council will consider a recommendation to approve the demolition of three
antique buildings in the adjoining Lacy neighborhood. We are concerned that the city is again planning to
demolish historic houses in this neighborhood without first considering preservation and reuse alternatives.
French Park is also concerned that the City is moving so quickly to demolish these houses that there is no
opportunity for the community to meet and consider other alternatives.
French Park worked with the Lacy Neighborhood in 2010 and 2011 to stop the demolition of its older homes and
encourage the reuse of of the remaining properties. In recognition of the pending demolition French Park
requests City Council temporarily delay approving a the demolition contract to instead explore ways to retain and
reuse at least one of the three houses, known as the Burgan House, located at 720 E. Sixth Street. Reuse of the
720 E. Sixth Street address may include, but not limited to, as a facility for gardening, teaching sustainable
farming and farm to table food preparation.
The house is named after one of its early owners, Samuel and Celeste Burgan. The Burgans were themselves
farmers who moved from Ohio to Orange County sometime before 1910. The City of Santa Ana purchased the
Burgan house, along with several dozen other historic houses in the Lacy Neighborhood, for redevelopment
purposes. Of these properties the Burgan house is one of three structures still owned by the city and one of the
last original homes remaining in the Lacy Neighborhood. We believe the Burgan house is a good candidate for
rehabilitation and re -purposing as both a park and learning facility
The city is rich with talent and resources and we understand there is interest to reuse the Burgan house and the
adjoining city lots. In consideration of this French Park asks Council to postpone the demolition of the several
houses for at least 60 days to allow the parties time to explore alternative uses and search for funding. Should

Dear Mayor Pulido and City Council:
The City of Santa Ana currently owns three vacant antique homes on east 6th Street,
located in the historic Lacy neighborhood just west of the train station. The City intends to
demolish these houses beginning July 1 st of this year to create a neighborhood park.
The Santa Ana Historical Preservation Society (SAHPS) respectfully requests that the
City Council not vote on Agenda Item 25F scheduled for the June 21, 2016 City Council meeting
awarding a contract for the demolition of the houses at 710, 714 and 720 East Sixth Street. We
suggest that the City Council continue the item to allow sufficient time for the community and
Santa Ana Historical Preservation Society (SAHPS) to meet with the City's Parks Department to
discuss the reuse of the house at 720 East Sixth Street as part of the future park, or to be moved
to another location in Santa Ana.
SAHPS and historical preservationists met with the City in February of this year to ask
that it preserve one of the three homes (the 720 E. Sixth Street "Burgan" house, built in 1908) as
part of the new park project, to be used for park or community purposes. Instead of working with
the SAHPS, preservationists and the community to discuss the plan for the park, the City
contacted the Santa Ana Historical Preservation Society in May to invite it to salvage the wood
and other materials from the pending demolition prior to 7/11/2016. The City did this without
responding to the SAHPS's and preservationists' request for a second meeting including the
Parks Department to discuss preservation options such as reusing the 720 E. Sixth Street house
for park or community purposes.
The Santa Ana Historical Preservation Society and several local community activists
recently walked through the property and do see potential in preserving this historic building and
retaining its many mature trees as an asset to the planned neighborhood park. If the community
decided the park should include fruit and vegetable gardens for example, this house could serve
as a nature center, learning center, gardening classrooms, or a neighborhood co-op to sell small
crops. The building retains some 100 -year-old architectural features and materials that the
youth of Santa Ana do not often see to appreciate. Because the current plan is to demolish the
three houses by mid-July, we ask that the City Council halt its demolition and instead allow the
community to preserve the 720 E. Sixth Street house as part of the plan for the park.

Dear City Council, Mayor and Staff,
Downtown Inc. helps manage the Downtown Santa Ana business improvement district including
marketing/events and promotions, stakeholder communications, economic development and facilitating
clean/safe operations for the downtown core.
We recently learned about the proposed demolition of three historic homes and fruit trees in the heart
of the adjacent Lacy neighborhood across from Garfield Elementary and Community Center, Maz Cafe,
and a vibrant residential community.
We believe, along with many other groups, that exciting re -use alternatives to the destruction of this
property exist and should be discussed. We have participated in substantive dialogues about the space
being transformed into a neighborhood food hub, social enterprise cafe, historic restoration education
center, teaching garden and other wonderful grassroots ideas.
We believe Downtown Inc. can help by working with other groups and our stakeholders to create
meaningful partnerships resulting in a stronger connection between Lacy residents, the budding Lacy
business cluster and the opportunities and resources of the downtown.
Please hear the voice of our united downtown community and delay demolition in exchange for a
meaningful dialogue with residents, preservation partners and local food and education institutions who
could co -benefit in this irreplaceable opportunity.
