INOPERABLE VEHICLE ABATEMENT (MCGUIGAN) The following persons spoke in support of a proposal by Riverview West resident Dave Lopez to transfer all or part of the responsibility for the City's inoperable vehicle abatement program from the Police Department to Code Enforcement: Joe Vielma John Wesson Jim Walker Dave Lopez Alberta Christy Robert Henson Ed McKie Motion: Refer inoperable vehicle proposal to stafffor analysis, and instruct staff to involve the neighborhood associations in the evaluation process and provide a report to Council at the August 4, 1997 Council meeting. RECONVENED - 9:21 P.M. COMMENTS 90.A. PUBLIC COMMENTS Charles Bordenave opined that the Council (acting as Redevelopment Agency) priorities regarding loan programs were incomprehensible, FBI statistics relative to Santa Ana's crime rates inaccurate, and City monies squandered on arts programs. Claudia Riewalt lamented on the lack of civility evidenced by Councilmembers toward one another during Council meetings and urged Councilmembers to observe proper decorum . She also suggested the City encourage mural painting on walls as a means to decrease graffiti. James Kendrick expressed satisfaction that the City's budget had been adopted, commented regarding several park programs, and opined the arts are an important investment in the City. Debbie McEwen reported on the successful French Park Home Tour on May 17 and 18, expressed appreciation to Housing Services Manager Pat Whitaker for helping with the paperwork related to the Tour, and urged Councilmember Moreno to analyze his consistently negative attitude regarding the arts in Santa Ana. Ed McKie indicated French Court Neighborhood Association representatives had met with the new French Street School principal and were planning several cooperative events with the school, but again expressed concern regarding possible traffic congestion in the neighborhood when the school actually opens. Joe Vielma invited the Councilmembers to join Riverview West representatives in a"Walk the Talk" assessment of neighborhood conditions and also suggested the Mayor honor Dave Lopez with an Exceptional Citizen award. 90.B. CITY COUNCIL COMMENTS Councilmember Moreno: - reflected that he functioned as a"watch dog" regarding City expenditures on the arts; - 'asked that the issue of the City's representation on the Sanitation Districts of Orange County be placed on the next agenda; and CITY COUNCIL MINUTES 184 JUNE 2,1997 - volunteered to serve on a Council sub-committee regarding Code Enforcement issues. Councilmember Espinoza: - reported employees of a landscaping company on Fairview are creating parking congestion in a nearby neighborhood and a safety hazard when they cross Fairview on foot to get to work; - noted the Target store on S. Bristol was not locking up spray paint cans as required by Code; and - indicated he had attended the recent Saint Joseph Ballet recital and lauded the kids who participated in the event (several other Councilmembers commented similarly on this event). In response to Espinoza's concern regarding pedestrians crossing Fairview to access the Ralph's Center on S. Fairview, City Manager David Ream indicated he would personally investigate the situation. Councilmember Richardson: - requested staff provide him with a written plan on Sign Code issues; - reported Marc La Font's"garden cinema" in Santa Ana had been featured in the latest edition of ,Sunset Magazine; - remarked that 20 reserve firefighters had graduated at the Fire Department's Volunteer Program held just prior to the Council meeting and commended the Department on the success of its volunteer program; and - noted Santa Ana's reduced crime rate had resulted in its recognition as the 22nd safest city in the United States; commended the Council, staff, and the community for their efforts leading to crime reduction; and requested a Police presentation regarding crime enforcement at a future Council meeting (several Councilmembers commented on this item and the firefighter volunteer program as well). Councilmember McGuigan: - reported cars "for sale" on First Street between Cooper and Starboard were creating a safety hazard and inquired as to whether a"no parking" zone could be established in this area; and - noted new fencing was to be installed along the Shannon Street drainage culvert and requested debris be removed from the culvert before beginning the installation project. CITY COUNCIL MINUTES 185 JUNE 2,1997 Councilmember Lutz: • - reported the recent Santa Ana Historical Preservation Society Home and Garden Tour to raise funds to meet mortgage obligations for the Dr. Howe- Waffle House had been well attended and encouraged donations to the mortgage fund; - noted the three Santa Ana high schools participating in the art contest sponsored by Congress Member Loretta Sanchez all had winning entries and asked that the student artists be recognized at an upcoming Council meeting; - requested Ann and Gene Andres be invited to the next Council meeting to make a presentation on their upcoming "plein air" art exhibit scheduled to begin July 6; and - encouraged the Council and audience to attend the Washington Square Pancake Breakfast scheduled to begin at 8:00 a.m. on June 8 at Hankey's parking lot, 1120 W. Seventeenth Street. Councilmember Franklin: - congratulated Santa Ana Kiwanis and Carl Harvey School on a successful school carnival; - requested staff investigate the feasibility of extending swimming pool hours of operation during very hot weather; - thanked Councilmember Lutz and those residents whose houses had been included in the Historic Society's Home Tour for their generosity in opening their homes to the public; and - noted several street improvement projects would be implemented on Seventeenth Street as a result of the budget adoption. • Mayor Pulido: - thanked the Fisher Park Neighborhood Association for donating $500 toward the purchase of concrete picnic tables for Fisher Park, and the Northwest•Little League for repairing the concession building roof at Mona Park; and - enumerated numerous programs the City conducted in partnership with the community, state and federal government that had contributed to reducing Santa Ma's crime rate and expressed his appreciation to all involved.
