HomeMy WebLinkAbout23A - PROJ - SAFE ROUTE KING ELEMREQUEST FOR COUNCIL ACTION CITY COUNCIL MEETING DATE: OCTOBER 18, 2016 TITLE: AWARD CONTRACT TO CALIFORNIA PROFESSIONAL ENGINEERING, INC., FOR CONSTRUCTION OF GRANT -FUNDED SAFE ROUTES TO SCHOOL ENHANCEMENTS AT KING ELEMENTARY (PROJECT NO. 166871) (STRATEGIC PLAN NOS. 6, 1B & 1G) / / CITY MANAR CLERK OF COUNCIL USE ONLY: APPROVED ❑ As Recommended ❑ As Amended ❑ Ordinance on 1't Reading ❑ Ordinance on 2nd Reading ❑ Implementing Resolution Set Public Hearing For, CONTINUED TO FILE NUMBER Award a contract and authorize the City Manager and Clerk of the Council to execute a construction contract to California Professional Engineering, Inc, the lowest responsible bidder, in accordance with the base bid in the amount of $363,943, for the term beginning upon execution of the contract and ending upon project completion, for the Safe Routes to School Enhancements for King Elementary project, subject to nonsubstantive changes approved by the City Manager and the City Attorney. 2. Approve the Project Cost Analysis for a total estimated construction delivery cost of $454,238, which includes the contract bid amount, administration, inspection and testing, and an authorized contingency of $36,395. The recommended actions are needed for the City to proceed with the installation of traffic safety enhancements on City streets adjacent to King Elementary School (Exhibit 1). The improvements include a new traffic signal on McFadden Avenue at Pacific Avenue, and bulb outs on Graham Lane at McFadden to slow down vehicles and narrow the roadway for pedestrians crossing the street. Once completed, these improvements will increase the school-age pedestrian safety while promoting more walking at this location. As part of this project, the existing marked school crosswalk at the un -signalized intersection of McFadden Avenue and Graham Lane will be realigned one block to the west so that it coincides with the new signalized intersection being installed as part of this project at McFadden Avenue and Pacific Avenue. However, despite the fact the school crosswalk is being re -aligned, it could be considered a crosswalk removal. Per the California Vehicle Code (CVC), crosswalk removal requires that a public notice be posted at least 30 days prior to removal. Therefore, to ensure that the CVC requirements are met, a public notice was posted on Thursday, October 6, 23A-1 Contract Award For Safe Routes to School Enhancements for King Elementary October 18, 2016 Page 2 informing the community of the upcoming crosswalk changes. The notice also informed the community that input could be provided by calling Public Works Agency Traffic Engineering and/or during the general Public Comments at this Council meeting. The crosswalk will not be removed any sooner than June 1, 2017. A Notice Inviting Bids was advertised on September 23, 2016, and September 30, 2016; bids were opened on October 10, 2016. Based on the bid analysis and a contractor's reference check, staff recommends awarding the construction contract to California Professional Engineering, Inc., in the amount of $363,943 (Exhibit 3). STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy B (equitably maintain existing streets and associated assets in a state of good repair so they are clean, safe and aesthetically pleasing for all users) and Strategy G (develop and implement the City's Capital Improvement Program in coordination with the Community 23A-2 Contract Award For Safe Routes to School Enhancements for King Elementary October 18, 2016 Page 3 Investment and Deferred Maintenance Plans (e.g., neighborhood streets, traffic improvements, park facilities, bike master plan, etc.). ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the recommended actions are exempt from further review. Categorical Exemption Environmental Review No. 2014-114 was filed for this project. FISCAL IMPACT As indicated in the Cost Analysis (Exhibit 4), the estimated total construction delivery cost of this project is $454,238, which includes construction, contract administration, inspection, testing, and an authorized contingency of $36,395. Funding is available in the Active Transportation Program Fund (Account No. 14817613-66220, Project 166871) for expenditure in Fiscal Year 2016-17.
