Authorize the City Manager and Clerk of the Council to execute an amendment to the Emergency
Solutions Grant Subrecipient Agreement with the Illumination Foundation to increase the
agreement amount by $45,510.55 to fund the salary of a new Housing Navigator to assist Civic
Center homeless individuals and families in a total amount not to exceed $150,510.55 for the
period of October 19, 2016 through June 30, 2017, subject to nonsubstantive changes approved
by the City Manager and City Attorney.
DISCUSSION
On April 19, 2016, City Council authorized the City Manager and the Clerk of the Council to
execute agreements with non-profit organizations as part of the 2016-2017 Emergency Solutions
Grant (ESG) Program allocation. The Illumination Foundation was awarded $105,000 in grant
funds to provide housing assistance activities to serve Santa Ana residents experiencing
homelessness.
At the close of fiscal year 2015-2016, unspent funds from ESG Program recipients totaling
$45,510.55 were recaptured for redistribution. In an effort to provide housing for approximately
461 chronically homeless individuals residing in the Civic Center area, staff requested proposals
from currently funded ESG street outreach and rapid re -housing programs working directly in the
Civic Center. Two proposals were received. Following a review and evaluation of the two
proposals, staff recommends reallocating these unspent funds to the Illumination Foundation as
part of their Rapid Re -Housing program to hire a new full-time Housing Navigator.
Even with the availability of rental assistance, finding a vacant unit from a willing landlord is very
difficult for a person experiencing homelessness in the Civic Center. Housing Navigators are
used as a best practice nationally to help homeless individuals find and locate vacant, qualified
and eligible units in the private market. Many different communities are using Housing

Navigators to help homeless populations find housing. These include programs in San Diego,
Houston, and San Francisco, among several other cities.
The Housing Navigator will be responsible to expand landlord/property manager participation in
various rental assistance programs, thereby increasing the number of units available for
placement of chronically homeless individuals from the Civic Center. The Housing Navigator will
use the Landlord Toolkit provided by Community Solutions, among other tools and activities, to
increase the number of rental units available for homeless individuals from the Civic Center to
lease with various forms of rental assistance (Veterans Affairs Supportive Housing, Shelter Plus
Care, Rapid Re -Housing, Housing Choice Vouchers and Continuum of Care Permanent
Supportive Housing). The Housing Navigator will: encourage owners of vacant units to rent to a
homeless individual with rental assistance; create, maintain and update community -wide
marketing materials for landlords; and contact landlords to encourage them to make their
turnover and vacant units available. The Housing Navigator will be hired by the Illumination
Foundation, but will coordinate and obtain units for any homeless service provider or organization
who is working in the Civic Center to provide housing for the homeless.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability,
Engagement & Sustainability, Objective #6 (Focus projects and programs on improving the
health and wellness of all residents).
FISCAL IMPACT
The Emergency Solutions Grant funds will be carried forward from FY 2015-2016 to FY 2016-
2017 in the amount of $45,510.55 in the Payment to Subagent (account no. 13518785-69135 for)
expenditure in FY 2016-2017,

FIRST AMENDMENT TO EMERGENCY SOLUTIONS GRANT
SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF SANTA ANA AND
ILLUMINATION FOUNDATION

THIS FIRST AMENDMENT TO THE EMERGENCY SOLUTIONS GRANT AGREEMENT is
entered into this 18a' day of October, 2016, by and between the City of Santa Ana, a charter city and
municipal corporation of the State of California ("City") and ILLUMINATION FOUNDATION, a
California nonprofit organization ("Subrecipient"),
RECITALS
A. On July 22, 2016, the City entered into an Emergency Solutions Grant Subrecipient Agreement
#A-2016-064 with Illumination Foundation to provide Emergency Funds from the United
States Department of Housing and urban Development (HUD) to be used in the operation of an
emergency solution program for the homeless or at risk of homelessness of the City of Santa
Ana ("said Agreement").
B. In accordance with the terms and conditions of said Agreement, the parties desire to amend to
increase funds to the Subrecipient, which need to be spent by June 30, 2017,
NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the
terms and conditions of said Agreement, except as herein modified, the parties agree as follows:
1. Paragraph 5, shall be amended to increase funding to Subrecipient by $45,510.55 as part of
its Rapid Re -Housing program to hire a Housing Navigator for homeless individuals and
families residing in the Santa Ana Civic Center, for a total sum not to exceed $150,510.55.
2. Section I, subsection A, shall be amended to add the specific tasks required of the new
Housing Navigator position, as detailed in the Scope of Services attached hereto as Exhibit A
and incorporated herein by reference,
3, Section III, shall be amended to increase funding to Subrecipient by $45,510.55, for a total
sum not to exceed $150,510.55.
4. Except as hereinabove modified, the terms and conditions of said Agreement remain unchanged
and in full force and effect.

Scope of Service
Finding a vacant unit from a willing landlord is very difficult for a person experiencing
homelessness. The funding provided in this amendment is specifically to hire a Housing
Navigator for homeless individuals and families residing in the Santa Ana Civic Center.
The Housing Navigator is a new position that will be responsible to:
Expand landlord/property manager participation in various rental assistance
programs (Veterans Affairs Supportive Housing, Shelter Plus Care, Rapid Re -
Housing, Housing Choice Vouchers and Continuum of Care Permanent
Supportive Housing), thereby increasing the number of units available for
placement of chronically homeless individuals from the Civic Center,
2. Encourage owners of vacant units to rent to a homeless individual with rental
assistance,
3. Creating, maintain and update community -wide marketing materials for landlords,
4. Contact landlords to encourage them to commit their turnover and vacant units
for homeless referrals,
5. Serve the Illumination Foundation and any other homeless service provider
working in the Civic Center to provide housing for the homeless.
The Housing Navigator will utilize the Landlord Toolkit provided by Community
Solutions, among other resources and activities, to increase the number of rental units
available for homeless individuals from the Civic Center to lease with various forms of
rental assistance.
