1. CONDITIONAL USE PERMIT NO. 2016-29, CONDITIONAL USE PERMIT NO
2016-30 AND CONDITIONAL USE PERMIT NO. 2016-33
(Applicant: Andy Quach, The Majesty Restaurant — 5015 West Edinger Avenue, Unit V)
Matter continued from the September 12, 2016 Planning Commission meeting.
Legal notice published in the Orange County Register on September 2, 2016 and
notices mailed September 1, 2016.
A project overview was provided by Vince Fregoso, Principal Planner, and reviewed
added conditions. Vice Chair Bauer opened the public hearing. Tung Lee, spoke in
opposition of the project, noting impacts to the neighborhood and provided flyers of
events. Maria Gallardo, spoke in support of the project. Andy Quach, spoke in
support of the project, on the rear doors and outreach he did to the neighborhood.
There no other speakers and the hearing was closed.
AMENDED MOTION:
1. Adopt a resolution approving Conditional Use Permit (CUP) No. 2016-29 for
the expanded sales of alcohol beverages.
2. Adopt a resolution approving CUP No. 2016-30 as conditioned for after-
hours operations.
3. Adopt a resolution approving CUP No. 2016-33 as conditioned for banquet
use.
4. Amend CUP No. 2016-30 Condition No. 5 & CUP No. 2016-33 CUP No. 8 for
Live Entertainment to indicate live entertainment shall not be audible
beyond 5 feet.
5. Amend CUP No. 2016-30 Condition No. 6 & CUP No. 2016-33 Condition No.
9 for No Loitering to require No Parking signage between the hours of 9:00
p.m. - 7:00 a.m.
6. Amend CUP No. 2016-30 Condition No. 7 and CUP No. 2016-33 Condition
No. 10 for rear restaurant doors to limit the north and east doors to
accommodate deliveries to the hours of 7:00 a.m. - 9:00 p.m.

4. PLANNING MANAGER UPDATES
Candida Neal
• Provided a handout for the free screening of Urbanized, a documentary film, part
of an awards ceremony celebrating Downtown Santa Ana's Great Neighborhood
national award from the American Planning Association (APA).
• Invited Commissioners to attend the GROW Conference on Tuesday, October 25
at the Discovery Cube OC.
• Does not have an update on Police Department Statistics; will inquire again for
update.
5. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bacerra
• Wished our founder William Spurgeon a Happy 187th Birthday.
• Thanked Arts & Culture Commissioner, Lisandro Orozco, for submitting the
nomination to the APA for the award.
• Thanked APA for selecting Downtown Santa Ana as a Great Neighborhood.
ADJOURNED 6:20 P.M. - The next meeting of the Planning Commission is
scheduled for Monday, October 24, 2016, 2016 at 5:30 p.m. in the
Council Chamber, 22 Civic Center Plaza, Santa Ana, California.
