Chairperson Christy announced appointment of new Planning Commission Representative Phil
Bacerra and announced the resignation of Sean Coolidge.
Commissioner Bacerra arrived at 4:36 p.m.
Motion by Vice Chair Schaefer and seconded by Commissioner Garcia to accept
the resignation of Sean Coolidge with regret and approved unanimously by a vote
of 7:0.
A. PUBLIC COMMENTS (on non -agenda items)
Andrea Cole noted concern for development of a large triplex next door to her property
in a single family neighborhood questioned how it went through Planning adding she is
trying to stop development and working with Planning. Inquired on how her
neighborhood can become a historic district. Chairperson Christy advised her to speak
with Hally Soboleske for assistance. Commissioner Murashie also noted the Floral
Park Neighborhood is also interested in becoming a historic district and a workshop has
been scheduled.

Filed by the City of Santa Ana to execute a historic property preservation agreement
with Herlihy Trust for the structure located at 1816 North Heliotrope Drive (Hillis House).
MOTION: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute the attached agreement with Herlihy
Trust, property owner, for the structure located at 1816 North Heliotrope
Drive, subject to non -substantive changes approved by the City Manager
and City Attorney.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2016-15
Filed by the City of Santa Ana to execute a historic property preservation agreement
with Marnie Schnabel for the structure located at 2510 North Valencia Street (Taylor -
Oglesby House).
MOTION: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute the attached agreement with Marnie
Schnabel, property owner, for the structure located at 2510 North Valencia
Street, subject to non -substantive changes approved by the City Manager
and City Attorney.
E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2016-21
Filed by the City of Santa Ana to execute a historic property preservation agreement
with George Gallion for the structure located at 327 East Washington Avenue (Haley
House).
MOTION: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute the attached agreement with George
Gallion, property owner, for the structure located at 327 East Washington
Avenue, subject to non -substantive changes approved by the City Manager
and City Attorney.

Commissioner Murashie disclosed abstention on Agenda Items #4 out of caution as he and
one of the co-owners serve on the Floral Park Neighborhood Association Board and Agenda
Item #9 due to proximity to his residence. Chairperson Christy disclosed she visited each of
the properties along with Commissioner Murashie.

Matter continued from the July 7, 2016 Historic Resources Commission meeting.

existing evergreen tree from the Santa Ana Register of Historical Properties to allow for
conversion to commercial use at 1541 East Fourth Street.

way to proceed without needing permits.

Verny Carvajal
• Welcomed Commissioner Phil Bacerra noting he is a tremendous asset to the
Planning Commission.
• Provided a handout for the free screening of Urbanized, a documentary film, part of
an awards ceremony celebrating Downtown Santa Ana's Great Neighborhood
national award from the American Planning Association (APA).
• Introduced Ivan Orozco, recently promoted to an Assistant Planner II, who will be
assisting with Historic Resources Commission items.

• Thanked everyone for the warm welcome.
• Congratulated Mr. Orozco on his promotion.
• Noted he is looking forward to working with everyone and it's an honor to serve with
with others who are passionate about Santa Ana's history.

• Welcome to Commissioner Bacerra.
• Encouraged all to become members of the Santa Ana Historical Preservation
Society by going on-line at www.santaanahistory.com adding it is a great
organization and announced events being held: Cemetery Tour on October 22,
Santa Ana Fire Museum Open House on November 12 and the Howe -Waffle House
Open House on December 3.

HISTORIC RESOURCES COMMISSION MINUTES 9 OCTOBER 6, 2016
• Thanked residents for bringing homes for designation adding it was nice to have the
large number of designations.
• While visiting the Park Santiago neighborhood, he spoke with residents who had
many questions on the historic designation for their neighborhood, adding it is great
to see neighborhoods discussing historic district status.

• Welcomed Commissioner Bacerra & Mr. Orozco.
• Congratulated homeowners for their designations.
Chairperson Christy
• Thanked residents for attending and for protecting their home and architecture.
• Expressed concern about construction fence at 1904 N. Heliotrope Drive.
• Discussed the benefits of a neighborhood obtaining historic designations and that
Orange Coast College has taken up this as a project in the Floral Park
neighborhood.

• Thanked staff for all their work.
PUBLIC COMMENTS
• Sandy DeAngelis said the homeowner for the Heliotrope property is working with the
City to find an acceptable solution.
