Re: Patrol Schedule Options j Agenda Item 1 SF
In response to the discussion on patrol schedules at the Public Safety Committee meeting on
November 22, 2016, 1 researched the document referenced by Chief Rojas. In reviewing the
COPS Office document "A Performance Based Approach to Police Staffing and Allocation" I
discovered that the 5 day/8 hour work schedule requires 71.43% more officers assigned to
Patrol to provide the same "man hours and workload performance" than 50% of officers if on
a 3 day/12 hour work schedule. The fact is the 3 day/12 hour schedule requires less
officers, is less costly and is a recruitment and retention component.
The Table "A" provided to the committee is not totally inclusive and can be misleading. The
fact is it takes more officers to run a 5 day/8 hour schedule than a 3 day/12 hour schedule.
For example and to simplify the analogy, if you want to staff one (1) police officer to cover a
24 hour shift it would take 3 police officers to cover that workload and man-hours (3X8=24
hours). To cover a 24-hour shift on a 12 -hour schedule it would only take two (2) police
officers (2X12=24 hours). Additionally, with the current schedule in place there is more
coverage because the current schedule also has a "cover shift' providing overlapping
coverage and an additional officer during peak hours.

Rojas) for further analysis on scheduling systems.
