Award a contract and authorize the City Manager and Clerk of the Council to execute a construction contract to EBS General Engineering, Inc., the lowest responsible bidder, in accordance with the base bid in the amount of $552,950, for the term beginning upon execution of the contract and ending upon project completion, for the Maple Bicycle Trail Safety Enhancements Phase II project, subject to nonsubstantive changes approved by the City Manager and the City Attorney. . 2. Approve the Project Cost Analysis for a total estimated project delivery cost of $691,187, which includes the contract bid amount, administration, inspection and testing, and an authorized contingency of $55,295. DISCUSSION The existing Maple Bike Trail stretches 2.25 miles from Central Avenue to Chestnut Avenue (Exhibit 1). This bike trail serves hundreds of cyclists and pedestrians every day. In addition, this trail is heavily used by students walking or biking to school. The improvements consist of constructing bulb -outs and ADA -compliant wheelchair ramps, and installing signage. Once completed, the shortened distance that pedestrians and cyclists cross at roadway intersections will improve safety. A Notice Inviting Bids was advertised on July 28, 2016, and August 4, 2016; the bids were opened on September 21, 2016. Based on the bid analysis and a contractor's reference check, staff recommends awarding the construction contract ;(Exhibit 3) to EBS General Engineering, Inc. STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy B (equitably maintain existing streets and associated assets in a state of good repair so they are clean, safe and aesthetically pleasing for all users) and Strategy G (develop and implement the City's Capital Improvement Program in coordination with the Community Investment and Deferred Maintenance Plans (e.g., neighborhood streets, traffic improvements, park facilities, bike master plan, etc.). ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the recommended actions are exempt from further review. This Contract shall not become effective until such bonds are supplied to and approved by the CITY. 7. Said Warranty Bond shall also be required as a condition of project acceptance.
