Dear Mayor and Councilmembers,
At the City Council meeting of December 201", "our" two new Councilmembers, in their first meeting, on several
occasions expressed the concern that they have not had a chance to study some of the Agenda items and wished to
delay taking action on those items until such time as they have the time to study them. That seems like a reasonable
request under the circumstances. Yet one week later in a hastily called "Special" meeting they both voted to place our
City Manager on leave. Even though they had never worked with the City Manager.
I call BS on them.
I assume that from now on, the City Council Agenda will come out of Mayor Gerry Serrano's Office and that from now on
all City Council Meetings will take place at the new City Hall Annex II located at 1607 North Sycamore Street, formerly
known as the SAPOA Building.
Say no to the Santa Ana Police Union, the sell-out Mayor, the puppet and the carpet bagger, all bought and paid for by
the Santa Ana Police Union. Our City Manager must be reinstated for the remainder of his contract. Get over your petty
political vendettas and pay backs. Bury the hatchet and get back to the business of doing what's right for our City and us,
the residents, not for some freaking Union, most of whose members don't even live in our City!
We sold out our Fire Department to save our Police Department. We cannot allow our City to be sold to satisfy the
unending greed of the 500+ members of the SAPOA! Perhaps it's time to evaluate outsourcing our Police Department.
Sincerely,
Darren Shippen

Dear Mayor and Councilmembers,
I have sent via certified letter to both the Council and the City Attorney, a request to invalidate the vote taken in the
December 28, 2016 "Special" City Council Meeting due to probable violation of several aspects of the Ralph M. Brown
Act.
I request that you delay taking action on Agenda Items 5 and 6 until the actions of the December 281h meeting are
properly addressed.
Sincerely,
David Hoen
