Ross, Executive Director Transmittal Letter Re: Municipal Solid Waste Collection and Recycling R.F.P. - Cost Proposal (Section G) Dear Mr. Ross, On behalf of Great Western Reclamation, a division of Waste Management Collection and Recycling, Inc., I am pleased to enclose the Cost Proposal Section as part of our response to the City's Municipal Solid Waste and Recycling R.F.P. We very much appreciate the opportunity to respond to this R.F.P. and to offer what we believe, is a competitive package of collection rates together with a listing of additional and optional services which we trust will be acceptable to the City. As part of your review and evaluation of our Cost Proposal, two very significant value- added components of Great Western's proposal should be considered; Santa Ana Material Recovery Facility (MRF) Host Fee Once permitted and operational, the Santa Ana MRF will have remaining capacity of 2,800 tons per day (tpd) (4,000 tpd permitted less 1,200 tpd of Santa Ana volume) available for outside city tonnage. With the proposed City host fee of $1.00/ton, this would generate up to $5.2 million in additional revenues for the City of Santa Ana over a seven year contract term. 3 PAGE 1 j �� I II. The Santa Ana/Great Western Partnership Over the thirty year history of operating its business in this city, Great Western Reclamation has truly become part of the economic fabric of Santa Ana. In fact over 50% of the work force (as a percent of 1992 total payroll dollars) live in the City of Santa Ana. The Chapman University Study reveals that because Great Western is a Santa Ana based operation and the majority of it's payroll goes to employees residing in the City, this economic partnership will generate an estimated $24.8 million in personal income alone for the City's economy over the next five years from the collection contract. In addition the Chapman University Study projects another $17.5 million will be added to the City's economy from 1994 to 1998 from the 200+ new jobs created by the Santa Ana MRF, once fully operational. These two components which are individually unique to our proposal and generate over $47 million combined for the City's economy, confirms Great Western Reclamation's commitment towards a continued long term partnership with the City of Santa Ana. (1) The foregoing rates include all collection, hauling and transportation fees and costs. MRF'ing fees and/or direct landfill fees will be billed by the contractor to the customer based on actual weight, in addition to these rates per dump. PAGE 8 City of Santa Ana Cost Proposal Forms Schedule 7 II. Additional Services Rates The contractor shall be entitled to bill customers the followingf fees for the services identified below. Fees shall be fixed for the term of the agreement. Contractor must provide such services to any customer requesting such service. A. Bin Service Service Cost 1. Graffiti Removal $25.00 per incident per container 2. Casters $ 2.50 per bin per month 3. Enclosure Service $ 2.00 per bin per month 4. Bin Wheelout Fee: 25 feet to 50 feet $ 1 .00 per bin per month 5. Bin Wheelout Fee: 51 feet to 75 feet $ 2.00 per bin per month B Bulky Item Pickup Service Cost 1. Extra Pick-up of Bin This rate per dump is to provide occasional extra dumps to accommodate the customer at the infrequent times when additional service may be required. This service is currently provided by Great Western. 2. Rent-A-Bin Service Great Western currently provides this "One-time" service to residential and other customers who because of remodeling or other unusual circumstances have a need for temporary use of a three cubic yard bin. 3. Bin With Lock Great Western currently provides bins with a lock when requested by a customer. 4. Minimum Roll-off Charge In order to pay for the cost of a container and its delivery it is necessary that it be dumped at a reasonable frequency. Great Western proposes to continue its present practice of charging minimum monthly rate of the cost of three dumps excluding the cost of disposal. C.(2) Optional Items to be Discussed During Negotiations 1. M.R.F. Host Fees Great Western proposes to offer the City of Santa Ana a host fee for all non-Santa Ana waste delivered to the Santa Ana MRF. A host fee of one dollar per ton ($1.00/ton) is proposed. 2. Discount for Segregated Commercial Recyclables Where it may be warranted for high volume customers, GWR is willing to negotiate a reduction in the service rate for segregated recyclables and/or yard waste bins. In instances where customers have multiple bins this would not necessarily require additional trips and traffic. 3. Free Santa Ana Resident Disposal Great Western is willing to discuss with the City establishing semi-annual or quarterly free disposal at the Santa Ana MRF for the residents of the City. This would not include commercial and industrial material. 4. Guaranteed Disposal and Indemnification In the unlikely event that disposal is unavailable in Orange County, Great Western will guarantee disposal of residue from the Santa Ana MRF at its Los Angeles County landfill for the contract period. Additionally, the City of Santa Ana will be indemnified for CERCLA liability for any municipal waste delivered to a Waste Management landfill. PAGE 10 5. Six Cubic Yard Containers Great Western proposes to offer six cubic yard bin services to customers whose volume of refuse and site configuration warrant and provide for larger containers at a discounted rate to be negotiated with the City. The larger bins not only offer a reduced rate, but can also reduce the number of service trips; thereby, reducing truck traffic. 6. Two Cubic Yard Injection Molded Containers Great Western proposes to offer a versatile plastic injection molded two cubic yard container as an optional service for both residential and commercial bin accounts. These containers are lighter and more maneuverable then metal containers and graffiti paint can be removed using common household cleaners.
