MINUTES FROM THE REGULAR MEETING OF FEBRUARY 27, 2017 MOTION: Approve Minutes. * * * END OF CONSENT CALENDAR * * * PLANNING COMMISSION MINUTES 1 MARCH 13, 2017 BUSINESS CALENDAR COMMISSIONER COMMUNICATION DISCLOSURE REGARDING AGENDIZED PROJECTS: Commissioner Bacerra disclosed that he spoke with Michael Cho regarding agenda item no. 2. PUBLIC HEARINGS 1 2. CONDITIONAL USE PERMIT NOS. 2017-01, 2017-04 AND 2017-05 (Applicant: McFadden Public Market) Legal notice published in the Orange County Reporter on March 3, 2017 and notices mailed March 3. 2017. Principal Planner Fregoso provided a project overview which included a project description, site description and project analysis. A discussion period ensued regarding parking, safety, security, building code, ADA requirements and CEQA exemption. Chairperson Verino opened the public hearing. Eric Higuchi, representing McFadden Public Market, spoke in support of the project. There were no other speakers and the public hearing was closed. MOTION: Adopt Resolution No. 2017-05 approving Conditional Use Permit Nos. 2017-01, 2017-04 and 2017-05 as conditioned. The applicant spoke in support of the project. There were no speakers and the public hearing was closed. MOTION: Adopt Resolution No. 2017-07 approving Conditional Use Permit No. 2017-08 as conditioned. ZONING ORDINANCE AMENDMENT NO. 2016-03 (Applicant: City of Santa Ana — Amend SAMC Chapter 41) Legal notice published in the Orange County Register on March 3, 2017, Associate Planner Ni provided an overview of the proposed sections of Chapter 41 of the Santa Ana Municipal Code to be amended. A discussion period ensued regarding the Development Project Plan Approval amendment and the Change of Use exception amendment. Chairperson Verino opened the public hearing. There were no speakers and the public hearing was closed. MOTION: Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment No. 2016-03 to revise certain sections of Chapter 41 (Zoning) of the Santa Ana Municipal Code (SAMC).
