PUBLIC COMMENTS
• Albert Castillo, expressed concern with agendized item; urged the City to appoint Acting
Police Chief that does not have any political ties to the Police Officers Association.
• Robert Oliver, opined that Police Officers Association has ousted the Police Chief; City in
need of community policing and engage the community.
• Jennifer Rojas, representative of ACLU, read written statement into the record; emphasized
need to have open and transparent process in the selection of a Police Chief.
COUNCIL RECESSED to Room 147 for Closed Session discussion at 5:15 p.m.
CLOSED SESSION ITEM
The Brown Act permits legislative bodies to discuss certain matters without members of the
public present. The City Council finds, based on advice from the City Attorney, that discussion
in open session of the following matter will prejudice the position of the City:

PUBLIC EMPLOYEE APPOINTMENT, EMPLOYMENT, AND /OR EVALUATION
OF PERFORMANCE pursuant to Section 54957(b)(1) of the Government Code:
Title: Acting City Manager
CLOSED SESSION REPORT - City Attorney Carvalho reported that the following motion was
approved by a 4 -3 vote (Pulido, Solorio and Villegas dissented):
1) Direct Acting City Manager Mouet reassume his role of Executive Director of Parks,
Recreation and Community Services Agency;
2) Direct staff to immediately initiate recruitment for an Interim City Manager; and
3) Initiate the recruitment for a permanent City Manager.
ADJOURNED AT 7:14 P.M TO A SPECIAL CLOSED SESSION MEETING ON MONDAY,
MAY 1, 2017 AT 5 P.M.
