Hello,
My name is Nathalie Cedeno, Law Student at Western State College of Law, and I would like to ask all city
council members to approve options D and E from the staff report for item 65a, which will create a legal
defense fund and allow the city to join the Vera Institute of Justice legal grant program.
I have worked with students from UCI law school and directors of both UCI legal clinic and Western state to
draft work preceding this proposal.
It is imperative this passes in order to ensure the protection and legal representation that is desperately needed
for the immigrant community.
Unfortunately I am in the middle of finals at school and cannot make it tonight but I hope all of the council
members realize the importance of supporting these measures.

To the Clerk of the City of Santa Ana,
I'm writing to provide public comment on the 65A Item on tonight's City Council open meeting agenda. Because of the
short notice, I regret that I am not able to attend tonight's City Council meeting in person.
I am an Assistant Clinical Professor of Law and Co -Director of the Immigrant Rights Clinic at the UC Irvine School of Law.
I'd like to express my full support to the City Council for moving forward with providing public funding for an
immigration legal defense fund (option d) and applying for a Vera Institute Support Grant (option e). There is an urgent
need for legal representation of Orange County residents who are arrested and detained by federal authorities, one that
has only grown more acute with Orange County's vote last week to expand the OCSD's contract with ICE. While the
government is represented by a trained attorney at every hearing, immigrants in Orange County who cannot afford an
attorney must regularly navigate removal proceedings without any legal assistance at all. Even a modest investment by
the City of Santa Ana in an immigration legal defense fund at this time could open up the possibility of participation in
Vera Institute's SAFE Cities Network. Such action would be a monumental step forward in Santa Ana's fight for due
process for all.
