ROOM 1600 20 CIVIC CENTER PLAZA SANTA ANA, CA 10:35 A.M. ATTENDANCE APPLICANTS Present: MICHAEL NESS, Applicant CHRISTINE NESS, Applicant CAITLIN MEININGER, Design Consultant STAFF Present: CHRISTOPHER CARDINALE, Zoning Administrator CANDIDA NEAL, Planning Manager VINCE FREGOSO, Principal Planner VERNY CARVAJAL, Principal Planner LISA STORCK, Assistant City Attorney SARAH BERNAL, Recording Secretary PUBLIC HEARING 1. MINOR EXCEPTION NO. 2017-01 {STRATEGIC PLAN NO. 3, 2} Legal notice published in the Orange County Register on April 28, 2017 and notices mailed on April 28, 2017. Principal Planner Fregoso provided a project overview which included a project description, site description and project analysis. The applicants spoke in support of the matter. Design Consultant Meininger described the property and the fence design process; renderings of the proposed fence were provided to the Zoning Administrator for review. Discussion ensued regarding fence height, pro posed landscape, foundation height, traffic patterns and number of properties in the neighborhood with fences. Zoning Administrator Cardinale opened the Public Hearing. The following spoke on the matter:  Eamon Garces spoke in opposition of the matter; fence will obstruct the view of the property.  Patricia Tornell spoke in opposition of the matter; fence will obstruct the view of the property.  Eugene Andres spoke in opposition of the matter; fence will obstruct the view of the property. Ed Murashie spoke in opposition of the matter: fence will reduce the “openness” of the neighborhood; provided documents and photographs to the Zoning Administrator for review and consideration. Lazlo Bino spoke in opposition of the matter; fence will obstruct view of the property. Nancy Gallivan spoke in opposition of the matter; fence will reduce the “openness” of the neighborhood; provided photographs to the Zoning Administrator for review and consideration. Joni Barr Somogyi spoke in support of the matter; fence will enhance the neighborhood; provided photographs to the Zoning Administrator for review and consideration. Alberta Christy spoke in opposition of the matter; if matter is approved, it will set a precedent for similar requests. Jeffrey Katz spoke in opposition of the matter; fences separate neighbors from each other; provided the Zoning Administrator with documents for review and consideration. William Gallivan spoke in opposition to the matter; lives next door to the property; fence creates a safety concern as it will block his view when backing out of his driveway. Michael Gallivan spoke in opposition of the matter; staff report contains incorrect information; provided documents to the Zoning Administrator for review and consideration. There were no other speakers and the Public Hearing was closed. Further discussion ensued regarding renderings of the proposed fence submitted by the applicant, applicant’s reasoning for seeking approval of the minor exception and conditions of approval. Zoning Administrator Cardinale stated he will review and consider all information received. The matter was continued to the Zoning Administrator meeting on May 17, 2017 for the sole purpose of announcing a decision. ADJOURNED: 12:05 P.M. Sarah Bernal Recording Secretary
