Good afternoon Michelle,
Earlier today we spoke about specific parcel numbers that would serve to mitigate parking concerns for the
Early College partnership with Santa Ana College and Santa Ana Unified. The project is would be the
expansion of the Advanced Learning Academy charter school at the former Remington site on 41h Street near
Grand Ave. The school would house grades 6-12 with the 9-12 grades as an Early College High School (similar
to Middle College High School that currently exists on the SAC campus). Additionally SAC will be able to
offer academic and enrichment classes to adults at this location.
The parcels identified are as follows: 398-385-03; 389-385-04; 389-385-05.
Additionally, with regard to the question whether the District can support a waiver of the law concerning a 500
feet buffer between vendors and the school sites, the district cannot support such a waiver. It would be in direct
conflict with our Federal guidance prohibiting competing breakfast and lunch sales. If this law were waived, it
would encourage our students to leave campus during lunch and breaks, thereby creating an issue of
enforcement and violation, placing our Federal funds in jeopardy. Thank you for allowing my input on this
important issue.

My name is Jose Guzman, I am a food truck owner in the city of Santa Ana. I would
like to address the issue of agenda item #75B. I have been in the food truck business for
about 15 years now and I am well aware of many of the issues and complaints that local
residents and some brick and mortar businesses have against the food truck businesses.
I have been on both sides of this issue, so I know that there is no easy solution to this
problem. Please allow me to make a suggestion. As you are well aware, there are several
types of food trucks and several types of usage of these food trucks. Therefore, you
cannot draw up one set of regulations and expect to resolve the issues regarding all of the
different types of food trucks. There must be specific types of regulations addressing each
type of food truck business.
Besides drawing up new regulations, the city council could allow food trucks to park
on private property. This way, food trucks can partner up with brick and mortar
businesses and have a mutual benefit. For example, a taco truck would be allowed to park
in a parking lot of a 7-11 store and all of the beverages would have to be bought at the 7-
11.Or the 7-11 store owner can charge the taco truck a rental fee. There are many
examples of where a local brick and mortar business and a food truck can partner up and
create more foot traffic for the business. Also, allowing food trucks to park on private
property will solve many of the complaints that local residents have against food trucks.
Another solution is for the city of Santa Ana to develop some of the empty lots that are
along Bristol Avenue from Edinger to 17th Street. For example, I park my food truck on
the corner of Bristol Avenue and Borchard Street. There is a large empty lot on this
corner and you can park about 10-12 food trucks on this property alone, all you have to
do is pave it with blacktop. I would personally be willing to pay a rental fee to park there.
Just imagine the food variety that you can create for the public to gather there for a meal.
This is public land and it should be put to public use.
There are many solutions to this problem but, in order to find the best solution for
everyone, you must have a meeting with food truck owners before implementing any new
regulations. This way, you can avoid future court challenges to these new regulations.
