RESOLUTION NO. 2017-24
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA APPROVING SITE PLAN
REVIEW NO. 2017-05 TO ALLOW A MAJOR EXTERIOR
MODIFICATION AT THE PROPERTY LOCATED AT 508
EAST WASHINGTON AVENUE
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Applicant is requesting approval of Site Plan Review No. 2017-05 to allow a
major exterior modification at the residential four-plex located at 508 East
Washington Avenue.
B. Pursuant to Santa Ana Municipal Code Section 41-593.3, any use or
development of property within the SD district shall be in compliance with
the ordinance adopting the specific development plan for such property.
C. Santa Ana Municipal Code Section 41-593.4 requires a review by the
Planning Commission of all plans for the purpose of ensuring that
buildings, structures, and grounds will be in keeping with the
neighborhood and will not be detrimental to the harmonious development
of the city or impair the desirability of investment or occupation in the
neighborhood.
D. Site Plan Review No. 2017-05 came before the Planning Commission of
the City of Santa Ana on July 10, 2017 and at such time the project was
continued to a date uncertain to allow the applicant, City staff, and the
French Park Architectural Committee to identify a compromise for the
exterior modification project. Based on these discussions, the project
plans were modified to provide wood windows and detailing for the front
duplex; as a key character defining features of the Minimal Traditional
architecture style. The revised project plans will preserve the integrity of
the structures and overall historic character of the SD -19 district.
Subsequently, Site Plan Review No. 2017-05 came before Planning
Commission on July 24, 2017 for consideration.
E. The project is deemed to be in substantial compliance with applicable
development standards outlined within the Specific Development Plan No.
19 (SD -19) zoning district and the Historic French Park Design Guidelines.
Specifically, structures within SD -19 are to comply with the Federal

Historic Secretary of Standards for Rehabilitation whereby existing
architectural features are to be preserved, or if deteriorated beyond repair,
repaired like -to -like in design and materials to preserve the context of the
historic neighborhood district. Where the severity of the deterioration
requires replacement of a distinctive feature, the new feature shall match
the old in design, color, texture, and other visual qualities and, where
possible, materials. As proposed, the renovation of the structures would
restore the wood window material and detailing for the front duplex
adjacent to the street, retaining a key character defining feature of the
Minimalist Traditional architectural style. The rear duplex located over the
tuck -under garage wood chande the material and detailing of the existing
windows from wood to vinyl, while providing wood trim and sills to match
the front duplex. All structures are proposed to modify the exterior finish
from sand stucco finish to smooth stucco. The primary elevations most
visable from the public street will maintain the window material, multiple
window panes an detailing historically appropriate for the 1940's Minimal
Traditional structures at this property.
F. The Planning Commission finds that the exterior modifications maintains
the overall architectural integrity of the existing 1940's structures most
visible from the street, and thus preserves the visual characteristics of the
local SD -19 historic district as a whole.
G. All exterior modifications in the SD -19 are to be reviewed by the French
Park Neighborhood Architectural Review Committee. Said Committee has
reviewed the renovations and submitted comments expressing its support
for the modifications as the rehabilitation project. The reasons for support
are as follows: While the applicant initially proceeded without deference to
the Design Guidelines for French Park; the structures the proposed
exterior modifications to the structures will reintroduce the vintage
architectural style in the historical neighborhood; and preserve the
character of the overall French Park .
Section 2. Environmental Findings. In accordance with the California
Environmental Quality Act (CEQA), this project is exempt from further review
pursuant to Section 15301. This Class 1 exemption applies to projects consisting
of operation, repair, restoration, or minor alteration of existing structures and
facilities involving negligible or no expansion. Specifically, the project conforms to
Section 15301 (d), which involves the restoration or rehabilitation of deteriorated or
damage structures to meet current standards of public health and safety. The
proposed exterior modification of the structures will not increase the capacity of the
site in any substantive fashion so as to negatively affect the environment or
surrounding properties. Based on these criteria and on staff analysis, Categorical
Exemption Environmental Review No. 2017-63 will be filed for this project.

The following findings have been made as referenced in CEQA, Section
15300.2:
1. Significant effect. The project shall not be used for an activity where
there is reasonable possibility that the activity will have a significant
effect on the environmental due to unusual circumstances.
The exterior modification to the existing four -unit residential
development proposed through Site Plan Review No. 2017-
05 provides for the repair and maintenance that will improve
the health and safety of its residents. Thus, the policy
amendments are not anticipated to have any unusual or
significant effect on the environment.
2. Scenic Highways. The project shall not result in damage to scenic
resources, including but not limited to, trees, historic buildings, rock
outcropping, or similar resources, within a highway officially
designated as a state scenic highway.
The proposed exterior modification to the existing four -unit
residential will include fagade modifications to a non -
contributive structure located on a local residential street in
the French Park Neighborhood. The City of Santa Ana does
not include an official state scenic highway listings.
Therefore, there will be no impact or damage to a state
scenic resource related to the proposed water conservation
and efficiency ordinance and guidelines reduction.
3. Hazardous Waste Site. The project shall not be located on a site
which is included on any list compiled pursuant to Section 65962.5
of the Government Code.
The proposed exterior modification and repairs are related to
an existing residential development originally constructed in
the 1940s. Thus, consultation of The Official Hazardous
Waste and Substance Site "Cortese" list for specific sites
was not applicable for this proposed ordinance.
4. Historic Resources. The project may not cause substantial adverse
change in the significance of a historical resource.
The proposed exterior modification includes both restoration
of existing character defining architectural features and
change of materials for the existing 1940s residential
structures at 503 East Washington Avenue. These
structures are not listed on the Santa Ana local Santa Ana
Register of Historical Properties. In addition, the structures
are not within the boundaries of the National Register of

Historic Places for French Park Historic District officially listed
in 1999. The existing structure is considered a non -
contributive structure within the French Park Neighborhood
based on prior surveys . With the proposed exterior
modifications to the existing four -unit residence, the
structures will remain non -contributive to the surrounding
French Park neighborhood. Thus, the proposed resolution to
approve Site Plan Review No 2017-05 will not cause any
adverse impact to a historic resource.
Section 3. The Applicant agrees to indemnify, hold harmless, and defend the
City of Santa Ana, its officials, officers, agents, and employees, from any and all liability,
claims, actions or proceedings that may be brought arising out of its approval of this
project, and any approvals associated with the project, including, without limitation, any
environmental review or approval, except to the extent caused by the sole negligence of
the City of Santa Ana.
Section 4. The Planning Commission of the City of Santa Ana hereby approves
Site Plan Review No. 2017-05 as conditioned in "Exhibit A" attached hereto and
incorporated herein for the project located at 508 East Washington Avenue (Units A, B,
C and D). This decision is based upon the evidence submitted at the above said
meeting, which includes, but is not limited to: the Request for Planning Commission
Action dated July 24, 2017, and exhibits attached thereto; and, the public testimony,
written and oral, all of which are incorporated herein by this reference.

EXHIBIT A
Conditions for Approval
Site Plan Review No. 2017-05 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the California Building Standards
Code and all other applicable regulations.
The applicant must comply in full with each and every condition listed belowrip or to
exercising the rights conferred by this site plan review approval.
The applicant must remain in compliance with all conditions listed below throughout the
life of the site plan review approval. Failure to comply with each and every condition may
result in the revocation of the site plan review approval.
A. Planning Division
1. All improvements to the project shall be consistent with the approvals
granted per Site Plan Review No. 2017-05.
2. Prior to submittal into Building Plan check, a front yard landscape plan,
historic window detailing for the primary elevations, project exterior color
palette (added by action of the Planning Commission July 24, 2017), and
door specification shall be submitted, subject for review and approval by
Planning Division staff prior to issuance of Building permits. Planning staff
will coordinate with French Park Architectural Review Committee for
comments on window and door detailing, as appropriate.
3. Any amendment to this site plan review approval must be submitted to the
Planning Division for review. At that time, staff will determine if
administrative relief is available or if the project must be formally
amended.
